RECOMMENDED ACTION:
Adopt Resolution No 2012-117 accepting bids and awarding the contract to Superior Gunite
for the Corrugated Metal Pipe (CMP) Replacement Program - Washington Street, Badajoz Place,
Elmwood Street and La Costa Avenue Storm Drain Replacement Program, Project No's. 6607 and
6602.
ITEM EXPLANATION:
The CMP Replacement Program will rehabilitate three pipelines and the La Costa Avenue Storm
Drain Replacement Program will rehabilitate one pipeline.
The Washington Street project will construct a debris wall on either side of an existing channel to keep
mud and ballast rock out of the storm drain in addition to a new headwall at the entrance to the storm
drain to provide slope protection. Installation of 80 feet of cured-in-place liner into an existing
deteriorated storm drain pipeline from the new headwall to an existing catch basin will complete the
improvement. This portion of the project occurs entirely within North County Transit District right-of-
way. The pipeline to be lined runs under the railroad tracks. The Badajoz Place project includes the
installation of a cured-in-place liner from Badajoz Place a distance of 303 feet to La Costa Avenue.
Improvements in this location also include updating a storm drain inlet to provide a manhole entrance
to allow maintenance access and rebuilding a damaged curb outlet.
A pipeline added to the program in 2011, the Elmwood/Highland pipeline will install 60 feet of cured-
in-place liner into a deteriorating pipeline crossing Elmwood Drive that was discovered during routine
maintenance activities. The fourth pipeline project runs from La Costa Avenue to the La Costa Golf
Course through a drainage easement and will install 278 feet of cured-in-place liner.
On January 10, 2012, through Resolution Number 2012-004, Agenda Bill 20,772, Council approved
the plans and specifications and authorized the advertisement for bids for the Corrugated Metal Pipe
(CMP) Replacement Program - Washington Street, Badajoz Place, Elmwood Street and La Costa
Avenue Storm Drain Replacement Program, Project No's. 6607 and 6602. On March 27, 2012 seven
(7) sealed bids were received, opened and witnessed for the construction of this project as shown in
the following Table 1.

The Engineer's estimate for this project is $235,000, which consists of $170,00 for Project 6607 and
$65,000 for Project 6602. All bid documents submitted by Superior Gunite have been reviewed by
staff and were found to be in order. Staff recommends awarding the construction contract to Superior
Gunite in the amount of $168,470.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving
negligible or no expansion and Section 15302(c) - replacement or reconstruction of existing utility
systems and/or facilities involving negligible or no expansion of capacity.
FISCAL IMPACT:
An Engineer's Estimate of the construction cost for the CMP Replacement Program - Washington
Street, Badajoz Place, and Elmwood Street was prepared by staff on November 9, 2011, and totals
$170,000. Work to be done in the Washington Street, Badajoz Place, and Elmwood Street areas
consist of corrugated metal pipe rehabilitation and will be paid from the CMP Replacement Fund.
Work in the La Costa area consists of general drainage work estimated to cost $65,000 and will be
paid for from the La Costa Avenue Storm Drain Replacement Program. The total estimated
construction cost is shown in the following table. The $168,470 contract with Superior Gunite is
allocated between the projects in the Construction Contract lines.

Sufficient funds have been appropriated from the Infrastructure Replacement Fund (IRF) to fund this
project. Annually, funds are added to the project through the Capital Improvement Program. This
funding source is not subject to State or Federal restrictions regarding prevailing wage. Therefore,
pursuant to Carisbad Municipal Code Section 3.28.130, prevailing wages are not required for the
construction of CMP Replacement Program, Project No. 6607 and La Costa Avenue Replacement
Program, Project No 6602.
Staff recommends awarding the contract to Superior Gunite for the construction of CMP Replacement
Program - Washington Street, Badajoz Place, Elmwood Street and La Costa Avenue Storm Drain
Replacement Program, Project No's. 6607 and 6602.

21 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

WHEREAS, on January 10, 2012, the City Council of the City of Carlsbad, through
Resolution No. 2012-004, has previously approved the plans and authorized to advertise for bids
to construct the Corrugated Metal Pipe Replacement Program - Washington Street, Badajoz
Place, Elmwood Street and La Costa Avenue Storm Drain Replacement Program, Project No's.
6607 and 6602; and
WHEREAS, seven (7) sealed bids were received on March 27, 2012, by the City of
Carisbad for the construction of said project; and
WHEREAS, the lowest responsive and responsible bid was submitted by Superior
Gunite in the amount of $168,470; and
WHEREAS, funding for said project has been appropriated from the Infrastructure
Replacement Fund to cover all project costs and is sufficient; and
WHEREAS, Section 3.28.040 (c)(5) of the Carlsbad Municipal Code authorizes the City
California, as follows:
1. That the above recitations are true and correct.

1 3. That the City Manager is hereby authorized to approve construction change
2 orders up to $35,000.
3 4. That the award of this contract is contingent upon the bidder submitting the
^ lowest responsible bid executing the required contract and submitting the required bonds and
^ insurance policies, as described in the contract, within twenty (20) days of adoption of this
^ resolution. The City Manager may grant reasonable extensions of time.
