ITEM EXPLANATION: At the City Council Meeting of May 22, 2012 Miss Teen Carlsbad 2012, Katie Lowman, presented a check in the amount of $1,000 to the Carlsbad City Library on behalf of the Carlsbad Lions Club. These funds will be used to replace the assisted listening devices in the Ruby G. Schulman Auditorium. The current devices are aging and routinely fail and aren't compatible with hearing aids. The Library has been searching for a funding source to replace them with devices that meet current ADA requirements. The equipment cost is just under $1,000. This equipment offers a tremendous benefit for the hearing impaired community to have access to the programs offered in the Schulman Auditorium. FISCAL IMPACT: The donation from the Lions Club provides the funding source needed to allow the Library to replace the outdated listening devices in the Ruby G. Schulman Auditorium to meet ADA requirements and enhance the enjoyment of the programming for patrons who are hearing impaired. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
