RECOMMENDED ACTION:
Adopt Resolution No. 2012-131 accepting the contract for construction of the Miscellaneous
Sewer Rehabilitation, Northwest Quadrant, Project No. 5503-1 as complete, and directing the City
Clerk to record a Notice of Completion and release bonds in accordance with State Law and City
Ordinances.
ITEM EXPLANATION:
On November 9, 2010 the City of Carisbad awarded a contract to Southwest Pipeline and Trenchless
Corp. in the amount of $219,850 for the construction of the Miscellaneous Sewer Rehabilitation,
Northwest Quadrant, Project No. 5503-1.
Southwest Pipeline and Trenchless Corp. substantially completed the contract on
September 19, 2011. The final change order was executed on October 21, 2011. City staff has
inspected the work and found it to be satisfactory. Staff recommends acceptance of the improvements
by the City Council.
ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion of a construction contract is a ministerial process and is
exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to
Carlsbad Municipal Code Section 19.040.070 A.I.a.

WHEREAS, the construction of the Miscellaneous Sewer Rehabilitation, Northwest
Quadrant, Project No. 5503-1, has been completed to the City's satisfaction by Southwest Pipeline
and Trenchless Corp. on September 19, 2011; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the Miscellaneous Sewer Rehabilitation, Northwest Quadrant, specifically
identified as Project No. 5503-1 is deemed complete and is hereby accepted by the City Council of
the City of Carisbad.
3. The City Clerk of the City of Carisbad is hereby authorized and directed to
18 execute and record the Notice of Completion for the Miscellaneous Sewer Rehabilitation,
