DIRECTCy CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2012-132 approving plans and specifications and authorization to receive bids for the Terramar Sewer Lift Station and Force Main Replacement, Project No. 5502. ITEM EXPLANATION: The Terramar sewer system, which provides for 255 dwelling units, is at an elevation that prevents it from flowing by gravity into the Vista/Carlsbad interceptor sewer pipeline. The local wastewater in the Terramar basin is collected in local small diameter pipes which flow to a storage structure (wetwell) at the Terramar lift station site. At the lift station the wastewater is pumped through a force main pipeline in Cannon Road which discharges into the interceptor sewer east of the railroad right-of-way. The existing Terramar Lift Station was constructed in 1967 and has reached the end of its useful life. The station's electrical and mechanical equipment are antiquated and insufficient to adequately comply with current State regulations that prohibit sanitary sewer discharge. Inspection of the lift station's force main has found it to be severely corroded and in need of replacement. The project includes the construction of a new lift station, and approximately 390 lineal feet of 6-inch diameter force main, as well as rehabilitation of approximately 175 lineal feet of existing force main with the installation of cured-in-place pipe (CIPP). The new lift station will be generally located at the same site as the existing lift station. The upper section of the existing station will be removed, while the lower, below grade portion of the existing structure and portions of existing pipelines will be appropriately abandoned in place. ENVIRONMENTAL IMPACT: This project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines section 15302(c) in that it is a replacement of an existing utility system on the same site involving negligible or no expansion of capacity. A Notice of Exemption was filed with the San Diego County Clerk on July 21, 2011. Upon bid openings and selection of the successful contractor, a determination will be made whether additional funding is required. WHEREAS, the existing Terramar Lift Station has reached the end of its useful life as the antiquated electrical and mechanical equipment are insufficient to provide the necessary reliability to serve its purpose; and WHEREAS, the existing Terramar Lift Station force main pipeline is severely corroded and in need of replacement; and WHEREAS, the City Council of the City of Carlsbad, California, desires to replace the existing Terramar Lift Station and force main pipeline; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to the Terramar Sewer Lift Station and Force Main Replacement, Project No. 5502, have been prepared and are on file in the Utility Department- Engineering Division of the City of Cartsbad and are incorporated herein by reference; and WHEREAS, this project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines section 15302(c) in that it is a replacement of an existing utility system on the same site involving negligible or no expansion of capacity; and WHEREAS, A Notice of Exemption was filed with the San Diego County Clerk on July 21, 2011; and WHEREAS, funds in the Sewer Replacement Fund are sufficient for the project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cartsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications, and contract documents for the Terramar Sewer Lift Station and Force Main Replacement, Project No. 5502, are on file in the Utility Department-Engineenng Division of the City of Cartsbad and are hereby approved. 3.
