RECOMMENDED ACTION:
Adopt Resolution No. 2012-137 accepting a cash donation of $20,000 from the
Carlsbad Friends of the Arts and an in-kind donation of services totaling $14,500 from Modern
Postcard, both in support of the 2012 TGIF Jazz in the Parks summer concert series.
ITEM EXPLANATION:
The Carlsbad Friends of the Arts, a non-profit, community-based organization dedicated to
supporting the programs and activities of the City of Carlsbad's Cultural Arts Office, has
generously offered to donate $20,000 to be used by the City for the 2012 TGIF Jazz in the
Parks concert series. The Friends raise their funds through the Opportunity Drawings
conducted at the TGIF Jazz concerts and through their membership program. The donation is
intended to be used for TGIF Jazz operational services such as shuttle buses, porta-toilets,
truck rentals, trash and recycling services, and supplies at the concerts.
Modern Postcard, a nationally renowned company based here in Carlsbad, has generously
printed 3,000 copies of the 2012 TGIF Jazz announcement card and 10,000 copies of the 2012
TGIF Jazz Souvenir Program, for an in-kind donation valued at $14,500. The announcement
cards provide an important method for informing the community about the upcoming concert
schedule, and the souvenir program, which is offered free at each concert and at various
community locations, offers expanded information about the concerts, the bands and the
Cultural Arts Office. Most importantly, the souvenir program, through its sale of advertising
space, is a major vehicle used by the Cultural Arts Office to raise funds which help support the
TGIF Jazz concert series.
FISCAL IMPACT:
The donation from the Carlsbad Friends of the Arts will provide partial funding for the TGIF Jazz
in the Parks concert series, which is regularly funded, in part, by donations. The in-kind services
provided by Modern Postcard offset significant TGIF Jazz expenses and ensure the efficient
use of General Fund resources in providing this summer concert series for the community.

Letters of appreciation have already been sent on behalf of the City of Carlsbad and the
Cultural Arts Office.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within meaning of the California Environmental Quality Act (CEQA) in that it has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment, and therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
^ CARLSBAD, CALIFORNIA, ACCEPTING A DONATION
AND IN-KIND SERVICES IN SUPPORT OF THE 2012 TGIF
JAZZ IN THE PARKS CONCERT SERIES
6 WHEREAS, the Carlsbad Friends of the Arts has generously offered to donate
7 $20,000 to the Cultural Arts Office for the TGIF Jazz in the Parks concert series; and
^ WHEREAS, this donation will provide $20,000 for operational services such as
shuttle buses, porta-toilets, truck rentals, trash and recycling services, and supplies at
the TGIF Jazz concerts; and
WHEREAS, Modern Postcard, a nationally renowned company based in
Carlsbad, has generously printed 3,000 copies of the 2012 TGIF Jazz announcement
card and 10,000 copies of the 2012 TGIF Jazz Souvenir Program as in-kind donations

16 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
17 Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council accepts the donation of $20,000 from the Carlsbad
Friends of the Arts to cover operational services related to the TGIF Jazz
concerts and accepts $14,500 of in-kind printing services from Modern
Postcard.
