RECOMMENDED ACTION:
Adopt Resolution No. 2012-139 accepting and appropriating State Homeland
Security Grant (SHSG) funds for emergency preparedness.
ITEM EXPLANATION:
On Novembers, 2011, Council adopted Resolution No. 2011-262 authorizing the City Manager
or designee to apply for State Homeland Security Grant funds for Carlsbad Fire and Police
Departments for emergency preparedness. San Diego County, which administers the SHSG
Program for the region, has been awarded FY 2011 SHSG funds (Exhibit 1). The grant funds
allocated to the City of Carlsbad are $ 147, 319. Planned expenditures include:

The enhancements these expenditures produce increase City of Carlsbad incident response
capabilities while promoting regional mutual aid and interoperability. Equipment is first
purchased and paid for by the City. Paid invoices for SHSG-related purchases are then sent to
the San Diego county Office of Emergency Services for full reimbursement to the City.
Planning costs are similarly expended and reimbursed. The Fire department will be
administering the FY 2011 grant allocation to the City.

OF THE CITY OF CARLSBAD, ALL NECESSARY FORMS
FOR THE PURPOSE OF ACCEPTING AND
5 APPROPRIATING FEDERAL STATE HOMELAND
SECURITY GRANT PROGRAM FUNDS TO ENHANCE
6 FIRE, POLICE AND EMERGENCY PREPAREDNESS.

WHEREAS, the City of Carlsbad Fire and Police Departments are eligible to

^ receive federal grant funds through the FY 2011 State Homeland Security Grant
^0 Program (SHSG) for emergency preparedness.
11 WHEREAS, the total amount of the grant is $147.319.
12 WHEREAS, the Fire Department will be administering the SHSGP grant funds on
13 behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. The SHSGP grant funds require no matching funds. Since all grant-related
purchases and planning costs are 100% reimbursable, the City shall incur no
20 costs.
21 3. That Council authorizes the receipt of grant funds.
4. The Finance Director is authorized to appropriate funds totaling $147,319 to
the Fire Department's budget.
5. That the Fire Chief, or his designee, is authorized to execute any and all
documentation associated with the FY 2011 State Homeland Security Grant

Program (SHSGP) grant funds which are designed to enhance the City of
Carlsbad's emergency preparedness programs.

SUBJECT: NOTIFICATION OF PROJECT AWARD
Fiscal Year (FY) 2011 Homeland Security Grant Program (HSGP)

GRANT EXPENDITURE PERIOD: 2/7/2012 -12/31/2013
To the Jurisdictions:
This letter is to notify you that San Diego County Office of Emergency Services (CES) has received approval from
CalEMA for the FY2011 Homeland Security Grant Program (HSGP). Ple^e refer to the attached document,
FY2011 HSGP Distribution for your jurisdiction's allocation of the FY2011 HSGP funds. As of the County Board
of Supervisors grant acceptance date (02/07/2012), you may request reimbursement of eligible grant expenditures
using Financial Management Forms Workbook available at wv^^v,sdcoMntyxa.gov/oes, or by contacting the OES
Finance Unit.
The milestone deadline for OES to have claims paid is November 30, 2012. Jurisdictions have oiitil September
30,2012, to complete final expenditures under the milestone amount (across any categor>' ™ planning, org, training,
exercise, or equipment) and have full documentation and claims to OES. The deadline for extension requests is
October 15, 2012.
The grant perfonnance period is April 30,2014 for OES to have paid out all claims and expended all the funds.
Jurisdictions must fully expend and have completed documentation submitted to OES by December 31,
2D13. OES wili be monitoring expenditures closely and reallocating funds that cannot be spent by this deadline.
Please submit your claims in a timely manner so the funds can be expended as quickly as possible.
Additionally, items may not be spent for Project Q at this time; please refer to paragraph three of CalEMA*s
"Notification of Subgrantee Application Approvar' for information on purchases requiring further approval from
CalEMA-Funds awarded under this allocation will be subject to the requirements described in the FY 2011 HSGP
Guidance and Application Kit.
