RECOMMENDED ACTION:
Adopt Resolution No. 2012-186 approving an out-of-state travel request from the police
department to travel to Pittsfield, Massachusetts to view and accept for delivery the finished
Lenco BEARCAT armored vehicle.
ITEM EXPLANATION:
In order to ensure the BEARCAT meets the specifications laid out by the police department,
department staff must travel to Pittsfield, Massachusetts to meet with Lenco personnel and view
the completed vehicle. The SWAT team lieutenant and the fleet management lieutenant are
each uniquely qualified to finalize the acceptance of the vehicle. This trip will require a two
night stay including one day of travel to Lenco, one day to view the vehicle, and a final day to fly
back to Carlsbad. Proposed dates of travel are August 7 through August 9, 2012.
FISCAL IMPACT:
The cost to conduct this site visit for the police department's SWAT lieutenant and fleet
management lieutenant will not exceed $2,500. An additional appropriation is necessary for
this site visit since the travel dates were unknown at the time the FY 2012-13 budget was being
prepared. Funds are available in the Police Department's Asset Forfeiture Fund to cover all
costs. Costs associated with travel and transportation in support of law enforcement duties and
activities are a permissible use of these funds.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

6 WHEREAS, the City Council concurs that it is in the public interest to
7 authorize out-of-state travel for two members of the police department to travel to
the Lenco manufacturing facility in Pittsfield, Massachusetts to view and accept for
delivery the completed BEARCAT armored vehicle; and
WHEREAS, funds are available in the Police Department's Asset
Forfeiture Fund for the out-of-state travel; and
WHEREAS, costs associated with travel and transportation in support of
law enforcement duties and activities are a permissible use of these funds.

^4 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

2. That out-of-state travel is hereby authorized in accordance with City policy
for two members of the police department to travel to Lenco in Pittsfield,
Massachusetts to accept completed the BEARCAT armored vehicle on Aug.
7 through 9, 2012.
3. That the Finance Director is authorized to appropriate $2,500 from the
23 Asset Forfeiture Fund for the out-of-state travel.
