AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR
MUTCD STREET NAME SIGN REPLACEMENT

RECOMMENDED ACTION:
Adopt Resolution No. 2012-187 approving contract specifications and authorizing the
City Clerk to advertise for bids for the MUTCD Street Name Sign Replacement Project, Project No.
6035.
ITEM EXPLANATION:
The Manual on Uniform Traffic Control Devices (MUTCD) defines the standards used by road
managers nationwide to install and maintain traffic control device, road markings, highway signs, and
traffic signals, on all public streets. In 2009 the Federal Highway Administration proposed revisions to
the 2003 MUTCD, these changes were published and the 2009 MUTCD became effective January
15,2010.
The 2009 MUTCD required that street name signs be comprised of a combination of lower-case
letters with an initial upper-case letter, and recommended minimum letter heights based on the speed
limit of the roadway. The 2009 MUTCD also required that before January 2018 agencies replace
existing non-compliant street name signs on all streets.
In an effort to comply with the MUTCD requirements, staff recently completed an inventory of all
existing street name signs within the city. The inventory created allowed staff to identify those street
name signs needing replacement in order to comply with the latest version of the MUTCD.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks,
gutters, and similar facilities involving negligible or no expansion.
FISCAL IMPACT:
The estimated construction cost for the MUTCD Street Name Sign Replacement Project is shown in
the table below.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING CONTRACT
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
4 ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
MUTCD STREET NAME SIGN REPLACEMENT PROJECT,
5 PROJECT NO. 6035.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to replace all street name signs not currently in
compliance with the 2009 Manual of Uniform Traffic Control Devices (MUTCD); and
WHEREAS, the specifications for furnishing of all labor, materials, tools, equipment,
transportation, and other expenses necessary or incidental to the MUTCD Street Name Sign
Replacement Project, Project No. 6035, have been prepared and are on file in the
Transportation Department of the City of Carlsbad and are incorporated herein by reference;
and
WHEREAS, there are sufficient funds available to complete the MUTCD Street Name
Sign Replacement Project, Project No. 6035.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the specifications, and contract documents for the MUTCD Street Name
Sign Replacement Project 2012, Project No. 6035, on file in the Transportation Department of
22 the City of Carlsbad are hereby approved.
23 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
24 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction
25 of the MUTCD Street Name Sign Replacement Project, Project No. 6035, in accordance with
26 specifications, and contract documents referred to herein.
