ACCEPT DONATION FROM THE
CARLSBAD LIBRARY AND ARTS
FOUNDATION FOR THE LIBRARY

RECOMMENDED ACTION:
Adopt Resolution No. 2012-191 accepting a donation of $15,113 from the Carlsbad
Library and Arts Foundation and directing a letter of thanks.
ITEM EXPLANATION:
The Carlsbad Library Learning Center project was included in the FY 2005-06 CIP Budget
approved by the City Council on June 21, 2005. On July 26, 2005 the Carlsbad City Council
accepted the proposal from the Carlsbad Library and Arts Foundation to initiate a capital
campaign to raise $1.5 million in funds for the purpose of reimbursing the City for part of the
cost of building and equipping the Library Learning Center as set forth in City Council
Resolution 2005-233.
This donation represents an additional contribution from the Carlsbad Library and Arts
Foundation in support of the Library Learning Center which will reimburse the city.
FISCAL IMPACT:
The Library Learning Center project was funded through three separate funding sources; the
General Capital Construction (GCC) Fund ($388,660), the Community Facilities District No. 1
(CFD #1) Fund ($4,491,837) and the Community Development Block Grant Fund
($1,259,503). This donation will be applied to the GCC.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

WHEREAS, the Carlsbad City Council accepted the proposal from the
Carlsbad Library and Arts Foundation to initiate a capital campaign for the purpose of
reimbursing City funds used for the Library Learning Center project, and;
8 WHEREAS, the Carlsbad Library and Arts Foundation has presented an
9 additional contribution in the amount of $15,113 towards that commitment;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
11 Carlsbad, California, as follows:

2. That the City Council accepts the donation of $15,113 from the Carlsbad
Library and Arts Foundation, on behalf of all citizens of Carlsbad, and
authorizes the Finance Director to deposit this donation into the General
Capital Construction Fund,

Please fmd enclosed the Foundation's check in the sum of $15,113.54 representing the
remaining total of the fimds we have collected from donors for the constmction of the
Carlsbad City Library Learning Center.
The Foundation continues to endeavor to raise fimds for the benefit of the Library and
Cultural Arts Office for their facilities and programs. It also looks forward to the
opportunity to raise funds for fiiture construction of Library and Arts facilities,
renovations of existing facilities or funding of new Library and Arts programs.
