RECOMMENDED ACTION:
Adopt Resolution No. 2012-195 approving plans and specifications and authorizing the City
Clerk to advertise for bids for the construction of the Palomar Airport Road at College Boulevard
improvements. Project Nos. 6028 and 6029.
ITEM EXPLANATION:
The proposed improvements are located at the intersection of Palomar Airport Road and College
Boulevard. The existing storm drain facility on College Boulevard has failed and no longer operates
properly This project will install new storm drain facilities within the public right of way on College
Boulevard and Palomar Airport Road. Additionally, to improve traffic operation the right tum only lane on
westbound Palomar Airport Road will be lengthened to accommodate drivers when making the turning
movement to northbound College Boulevard. These construction drawings and specifications have
been prepared and are on file in the Transportation Department.
Staff recommends approval of the plans and specifications and requests authorization to advertise for
bids for the Palomar Airport Road at College Boulevard improvements, Project Nos. 6028 and 6029.
ENVIRONMENTAL IMPACT:
The project is exempt from the Califomia Environmental Quality Act (CEQA) per CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion. A Notice of Exemption was filed with the San Diego County
Clerk on June 18, 2012.
FISCAL IMPACT:
The improvements for the intersection of Palomar Airport Road and College Boulevard have two funding
sources Project No. 6028 is funded by the Traffic Impact Fee (TIF) program and is appropnated for
roadway improvements. Project No. 6029 is funded by the General Capital Construction (GCC) program
and is appropriated for the storm drain improvements. The TIF program cannot pay for the storm dram
improvements of this project. Both funding sources are outlined in tables 1, 2, and 3 below.

The project is funded by both the Traffic Impact Fee (TIF) program and General Capital Construction
(GCC) funds. Additional funds from the General Capital Construction may be required but will not be
determined until the bids are received and reviewed. Once a construction contractor has been
selected, a determination will be made whether additional funding is required. If needed, an additional
appropriation amount will be included in the request for the award of the construction contract.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
PALOMAR AIRPORT ROAD AT COLLEGE BOULEVARD
IMPROVEMENTS. PROJECT NOS. 6028 AND 6029.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to repair the storm drain and enhance traffic
operations at the intersection of Palomar Airport Road and College Boulevard; and
WHEREAS, the plans and specification for furnishing all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Palomar Airport
Road and College Boulevard improvements. Project Nos. 6028 & 6029, have been prepared and
are on file in the Transportation Department of the City of Carlsbad and are incorporated herein by
reference; and
WHEREAS, roadway improvement funding for said project has been appropriated from
the Traffic Impact Fee (TIF) and is sufficient; and
WHEREAS, storm drain funding for said project has been appropriated from the
General Capital Construction (GCC) and is insufficient based on current estimates. Additional
funds may be needed before award of said project and will be determined from construction
contractor bids; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guidelines Section 15301(c); and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Palomar Airport
Road and College Boulevard improvements, Project Nos. 6028 & 6029, have been prepared and
are on file in the Transportation Department of the City of Carlsbad and are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
the Palomar Airport Road at College Boulevard improvements Project Nos. 6028 and 6029, in
accordance with the plans, specifications, and contract documents referred to herein.
