DEPT. 20.991 8/28/2012 HNS WINNING TEAMS GRANT REQUESTS ODYSSEY OF THE MIND TEAMS DEPT. DIRECTO CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Consider the requests from Aviara Oaks Middle School and Mission Estancia Elementary School for a winning team grant for the Odyssey of the Mind World Finals held at Iowa State University, and either adopt Resolution No. 2012-203 to approve the grants or deny the requests. ITEM EXPLANATION: Attached are requests from Diedre Girod, Beth Weissman and Andrea Motwai, coaches for the Odyssey of the Mind teams from Aviara Oaks Middle School and Mission Estancia Elementary School for winning team grants to attend the World Finals at Iowa State University (Exhibit 2). Odyssey of the Mind is an international educational program that provides creative problem- solving opportunities for students from kindergarten through college. Kids apply their creativity to solve problems that range from building mechanical devices to presenting their own interpretation of literary classics. They then bring their solutions to competition on the local, state, and World level. The students work in teams so they learn cooperation and respect for the ideas of others. They evaluate ideas and make decisions on their own, gaining greater self- confidence and increased self-esteem along the way. Schools or community groups purchase a membership for Odyssey of the Mind and form teams of up to seven (7) students. In the United States, the first level of competition is usually within a region or of a state. Teams who place are invited to compete at the state level. These championship teams are then invited to participate in the annual Odyssey ofthe Mind Worid Finals. Aviara Oaks Middle School In March 2012, the Aviara Oaks Middle School's Odyssey Team competed at the Regional Competition in Palm Springs and placed first (in their age group) qualifying them for the State Competition held in Northern California where they won the State Championship, earning an invitation to compete at the Worid Finals held at Iowa State University. The competition was three days in length, from May 23 through May 26. On behalf of Aviara Oaks, six (6) Odyssey Team student members, two (2) coaches and one representative from Carisbad Unified School District traveled to Iowa. This included travels costs for all participants (9 total), costs for a School District Representative and shipping costs for the team props. The team raised $8,987 from private donations, fundraisers, service clubs and individual members. The difference in costs and revenue is approximately $4,761. The team requested a winning team grant of $6,000; this grant request represents about 44 percent of total actual costs. Mission Estancia Elementary School In March 2012, the Mission Estancia Elementary School Odyssey Team of 4*^ graders also competed at the Regional Competition in Palm Springs and placed first (in their age group) qualifying them for the State Competition held in Northern California where they again won first in their age group, earning an invitation to compete at the World Finals held at Iowa State University. The competition was three days in length as noted above. On behalf of Mission Estancia, seven (7) Odyssey Team student members and two (2) coaches, together with one (1) school administrator, traveled to Iowa. The Mission Estancia School team had a total cost of $11,869 to travel to and from the World Finals at Iowa State University. This included travels costs for all participants (10 total) and other miscellaneous costs for the competition. The team raised approximately $4,800 from private donations/grants, fundraisers, and individual members. The difference in costs and revenue is approximately $7,069. The team requested a winning team grant of $1,500 based on estimated costs and revenue; this grant request represents about 13 percent of total costs. Winning Team Grants - Council Policv No. 51 City Council Policy No. 51 sets forth the criteria and process for funding community activities, including participation by winning teams in national level events. The Odessey ofthe Mind winning teams from Aviara Oaks Middle and Mission Estancia Elementary Schools requested grants for a worid competition which differs from the stated intent ofthe Winning Teams Grant Program. However, the international event is located in the United States and there is no national championship event. The teams simply progress from a regional to a state competition, and then go directly to the international competition. International travel, however, was not required for the subject event; it was held at Iowa State University. The two school teams have requested financial support under the City's Winning Team Grant to reimburse them for some of the costs for attending the event in Iowa and for representing Carisbad. While the requests differ slightly from the intent ofthe Winning Teams Grant, all other eligibility requirements of the grant have been met by both teams: ^ The participants are all 18 years of age or under; and ^ The Team is an organized non-profit agency; and ^ The request for funding has been made prior to the date of their event; and ^ At least 90% of the participants in the Team are residents of Carisbad. There is currently no maximum amount that teams can request per Council Policy 51, the general policy, however, has been that the City will only share in the costs; the City will not fund 100 percent ofthe travel/competition costs. As a past practice, staff has generally recommended that the grant not exceed 20 percent of total costs. 7. Page 3 Aviara Oaks paid for nine (9) participants and Mission Estancia paid for ten (10) total participants to attend the competition. Aviara Oaks requested a grant from the City of $6,000 (approximately 44 percent of the total travel and related costs) and Mission Estancia requested $1,500 (approximately 13 percent of total costs). Since the competition was held in May, both teams have already paid for all associated expenses out of pocket; the city grants will, therefore, be used to reimburse the teams for a portion of these costs if approved by the City Council. Staff recommendation Staff is recommending that both teams receive a grant in an amount that either the team requested or does not exceed more than 20 percent of the total actual costs. For Aviara Oaks Middle School, staff is recommending a grant of $2,750. This is less than requested ($6,000), but equal to no more than 20 percent of total costs ($13,748). For Mission Estancia Elementary, staff is recommending a grant of $1,500. This is the amount requested by the team and is approximately 13 percent of total costs ($11,869). Staff is recommending approval of the grant based on the following proposed public benefits to Carlsbad. First, participation in a national/international competition provides exposure from a marketing perspective for Carisbad. Winning youth teams proudly represent Carlsbad and confidently represent the youth of the community, which positively reflects upon the character of the community and enhances its image. Second, winning teams are morale boosters both from an individual as well as a community perspective. The City of Carisbad is demonstrating its commitment to youth and community spirit. Third, support for a winning team from the City helps to demonstrate an important community building principle which is: all of us together can do more than each of us can do alone. Finally, the grant program assists in the City's effort to foster an enhanced sense of community vjhere its members feel a sense of belonging and that they matter to one another and to the group; this stronger sense of community, in turn, helps to encourage commitment to common goals and objectives that benefit the larger community through an enhanced quality of life and training for its future leaders. By approving the attached resolution, the City Council will approve the above noted grants for Aviara Oaks Middle School ($2,750) and Mission Estancia Elementary ($1,500) School. Ifthe City Council wishes to approve an alternate amount to the school teams, you may provide the direction to staff to revise the attached resolution to reflect the approved grant amounts. Options may include: 1) approving 20 percent of total costs for both teams, which would increase the Mission Estancia grant to $2,375; or 2) approving $1,500 for both teams. FISCAL IMPACT: The intent of the Winning Teams Grant is to offset travel expenses for youth teams and financially support the participants. Per the applicants, the final cost for the Aviara Oaks Middle School Odyssey Team to travel to the World Finals in Iowa is $13,748, or $1,525 per individual member (9 total) and for Mission Estancia Elementary School team is $11,869, or $1,185 per individual member (10 total). Staff recommends approval of a Winning Teams Grant for 1) Aviara Oaks Middle School Odyssey Team in the amount of $2,750 to apply towards the costs accrued during their travels, which is approximately 20 percent ofthe total travel costs but less than requested; and 2) Mission Estancia Elementary School Odyssey Team in the amount of $1,500 as requested to 3 Page 4 apply towards the costs accrued during their travels, which is approximately 13 percent ofthe total travel costs. If the Council chooses to fund these Winning Teams Grants, approval of the attached resolution will appropriate $2,750 from the Council's General Fund Contingency account for the Aviara Oaks Middle School Odyssey of the Mind Team, and $1,500 for the Mission Estancia Elementary School. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. WOOD, City Clerk (SEAL) Exhibit 2 Dear Carlsbad City Council, I coach a team of seventh and eighth grade students at Aviara Oaks Middle School in Carlsbad in a unique and sophisticated after school activity called "Odyssey of the Mind." Odyssey of the Mind is an international educational program w^hich provides creative problem-solving opportunities for students from kindergarten through college. We apply creative thinking to solve problems ranging from building mechanical devices to presenting our ovm interpretation of literary classics. You can find out more about Odyssey of the Mind at wvm.odysseyofthemind.com. Four of the six team members have competed in Odyssey of the Mind for many years. This year our team chose to compete in the "Ooh-Motional" problem. The team worked throughout the school year to design and build a human-powered motor vehicle which displayed four human emotions and performed several required tasks during a team-created skit. The theme of our team's skit this year was the game of chess. The vehicle represented a pavm on the chess board, traveling about the game. Two of our team members drove the vehicle around our ovm team-created chess board. During the chess game, and as the vehicle traveled, the vehicle (pavm) demonstrated the human emotions of envy, fear, surprise, and contentment. At the conclusion of the game, the pawn learned that he wants to be exactly who he is and appreciated that everyone (on the board and in life) is important. The team competed in the Regional competition in Palm Springs and placed first qualifying for the State Competition in Northern California. At the State Competition, the team competed against over 100 vehicle teams to become State Champions and earned an opportunitv to compete at the World Finals competition held at Iowa State University from May 23 to May 26, 2012. The World Finals competition will include 800 teams from all over the world. Needless to say, our team is incredibly excited to present our vehicle and compete against teams from all over the United States, Canada, Mexico, Europe, and Asia. The team members also meet students from all over the world and see how they solved the same creativity challenges that our team faced. It is a tremendous opportunity and experience for these fine students. But getting our team to the World Finals competition is a daunting task. We need to raise several thousands of dollars to pay for our ovm travel, food, and housing for our seven team members, our two (parent) coaches, and a school district representative. We also need to ship our vehicle, backdrops, props, and costumes from Carlsbad to Iowa. Which leads to the purpose of this introductory letter: on behalf of my team, I am writing to ask the City Council to consider approving our team for a "Winning Teams Grant" to help offset the cost of our trip. What makes Odyssey different? Odyssey of the Mind is a competitive program, but it's nothing like your typical sporting event. The competitive element encourages kids to be the best that they can be, but it's a friendly competition. Kids learn from and even cheer on their competitors. Odyssey of the Mind is not a college bowl or a competition about knowledge. It's ali about creativity, an often overiooked element in the growth and development of many students. Kids are rewarded more for how they apply their knowledge, skills and talents, and not for coming up with the right answer. In fact, in Odyssey of the Mind problems, there isn't one right answer. Ever. How do students benefit from participation? In Odyssey of the Mind, students learn at a young age skills that will last a lifetime. They work in teams so they learn cooperation and respect for the ideas of others. They evaluate ideas and make decisions on their own, gaining greater self-confidence and increased self-esteem along the way. They work within a budget, so they leam to manage their money. They see that there's often more than one way to solve a problem, and that sometimes the process is more important than the end result. The problems appeal to a wide range of interests; some are technical in nature, while others are artistic or performance-oriented. Under the guidance of an adult coach, teams work on their solutions throughout the school year and, if they choose, present them in organized competitions in the spring. New countries join the program each year. How are teams judged in competition? rp housands of volunteers from around the worid judge the competitions and serve in various positions to help ^ make the tournaments a success. Teams are scored for their long-term problem solution, how well they solve a "spontaneous" problem on the spot, and "style" ~ the elaboration of their long-term problem solution. Who runs the Odyssey of the Mind? ot-for-profit organizations administer the Odyssey ofthe Mind program in each participating U.S. state and country. Each organization is run by a local Association Director. The organizations are licensed by Creative Competitions, Inc. (CCI), which provides all of the problems and materials necessary to mn training sessions and tournaments. How did Odyssey of the Mind get its start? dyssey of the Mind was created by Dr. C. Samuel Micklus. Professor Emeritus at Rowan University in New ^ Jersey. In 1978, 28 New Jersey schools participated in the very first creative problem-solving competition ever. "Dr. Sam" still develops all problems for the program, along with his son, Sammy, President of CCI. This team placed 1st in their category at the regional competition in Palm Springs on March 3, 2012. They progressed to the state competition in northern California on March 31, 2012 where they also placed 1st. Odyssey of the Mind is a unique International educational program that provides creative problem-solving opportunities for students from kindergarten through college. Team members apply their creativity to solve problems that range from building mechanical devices to presenting their own interpretation of literary classics. They then bring their solutions to competition on the local, state, and world level. Thousands of teams from throughout the U.S. and from about 25 other countries participate in the program. North County is not only a wonderful place to live, but also an area that highly values education. The Odyssey of the Mind program is not only an exceptional enhancement to the award-winning education our schools are providing to students in the Carlsbad area, but also an investment in our local economy by teaching children critical skills that will later translate into the local workforce such as teamwork, problem solving, out-of-the-box thinking, fiscal responsibility and performance/presentation skills. There will be a total of 7 Mission Estancia students participating in the World Finals. Each student will incur substantial expenses such as transportation, lodging and meals. As such, we are requesting that the city support this valuable initiative by providing this grant. The approximate cost per student to compete is over $1,200, or a total of over $8,800. We are requesting grant of $1500, which is about 20% of the travel cost for the 7 team members. This would allow them to experience this unique and beneficial program. These students are some ofthe brightest students that tackle complex problems, develop solutions, and think outside the box. They are competing in a creative problem-solving activity called Odyssey ofthe Mind. They compete against other middle school teams in both a spontaneous problem and a prepared long-tenn problem. This team placed 1st in their category at the regional competition in Palm Springs on March 3, 2012. They progressed to the state competition in Northern California on March 31st, 2012 where they also placed 1st. They will travel to lowa with 2 parent coaches and 1 school administrator.
