RECOMMENDED ACTION:
ADOPT City Council Resolution No. 2012-204 approving a Winning Team Grant of
$3,891 for the Carlsbad Knights to compete at the Triple Crown World Series, and authorizing
the Finance Director to appropriate and distribute said funds.
ITEM EXPLANATION:
The Carlsbad Knights baseball team is requesting a $30,000 Winning Teams Grant from the
city to help offset costs for an upcoming national tournament. Attached is a letter from the
Carisbad Knights (Exhibit 2) requesting City Council consideration of the team's request.
The Carisbad Knights, comprised of 12 residents, qualified and earned their invitation to the
national tournament in the spring of 2012. With this earned invitation, the team is scheduled to
compete at the Triple Crown World Series in Steamboat Springs, Colorado held from July 31 to
August 5, 2012.
Council Policy No. 51 sets forth the criteria and process for funding community activities,
including participation by winning teams in national level competitions. The Carisbad Knights'
request is to fund their attendance and compete at a national tournament which is consistent
with the intent of the Winning Teams Grant. The policy states that the team must be an
organized non-profit, and the Carisbad Knights are a team associated with the La Costa Youth
Organization. The request for financial support under this grant program is to assist the team by
reimbursing the resident participants for the costs incurred to compete at the national level. The
request is for direct cash assistance of $30,000 (approximately 100% of the total travel costs for
the participants) under this grant reimbursement program, to assist with the costs accumulated
at the tournament.
Per Council Policy 51, all ofthe following eligibility requirements ofthe grant have been met:

^ The team is an organized non-profit agency; and
^ The request for funding has been made prior to the date of their event; and
^ At least 90% of the participants in the team are residents of Carisbad.

Over the past decade the City Council has granted nine (9) Winning Teams Grants, disbursing
just over $68,000 to Carisbad teams to help offset travel expenses for national championship
competitions. Although there is currently no maximum amount that teams can request per
Council Policy 51, staff is recommending that the City Council approve this grant based on the
average ofthe other requests and approve a grant which does not exceed approximately 20%
of the total estimated participant cost of travel, or not to exceed a maximum of $3,891.
Staff is recommending approval ofthe grant based on the following proposed public benefits to
Carisbad. First, participation in a national competition provides exposure from a marketing
perspective for Carisbad. Winning youth teams proudly represent Carisbad and confidently
represent the youth of the community, which positively reflects upon the character of the
community and enhances its image. Second, winning teams are morale boosters both from an
individual as well as a community perspective. The City of Carlsbad is demonstrating its
commitment to youth and community spirit. Third, support for a winning team from the City
helps to demonstrate an important community building principle which is: all of us together can
do more than each of us can do alone. Finally, the grant program assists in the City's effort to
foster an enhanced sense of community \Nhere its members feel a sense of belonging and that
they matter to one another and to the group; this stronger sense of community, in turn, helps to
encourage commitment to common goals and objectives that benefit the larger community
through an enhanced quality of life.
FISCAL IMPACT:
The intent of the Winning Teams Grant is to offset travel expenses for youth teams and
financially support the participants. The total cost of travel for the entire team (participants and
coaches) is $35,000 and a breakdown of $1,695 per participant. Staff recommends approval of
a direct cash assistance Winning Teams Grant for the Carisbad Knights baseball team of
approximately $3,891 to apply towards the costs accrued during their travels, which is 20% of
the total estimated participant travel costs. If awarded, the grant is to reimburse the costs
accrued by the participants only.
Ifthe City Council chooses to fund this grant application, approval ofthe attached resolution will
appropriate $3,891 from the City Council's General Fund contingency account, which carries a
current balance of $1.5 million.
ENVIRONMENTAL IMPACT:
Ifthe City Council decides to fund all or a portion ofthe grant request, the appropriation of funds
does not qualify as a "project" under the California Environmental Quality Act (CEQA) per
Public Resources Code Section 21065 and State CEQA Guidelines Section 15378 in that it has
no potential to cause either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment and therefore does not require
environmental review.

Carlsbad Knights who will be competing in a National Baseball Tournament this August in Steamboat
Springs, Co. The Carlsbad Knights is an independent club team under the La Costa Youth Organization, a

community baseball league LCYO North division.
The team has qualified to compete in the coveted Triple Crown World Series Tournament, a
nationally recognized amateur baseball event, in Colorado from July 31 to August 5.1 have enclosed a
detailed description of our team and players as well as how this grant would provide citywide interest.
There are 12 olavers and their families eoine to Colorado, and I have orovided costs based on each
player and one parent of approximately $2500 per player/parent. We are seeking a grant that could help
off-set these costs by 50%. I have also attached invoices/billing statements based on registration fees,
lodging, airfare, rental car and projected food expenses for the week long tournament. I'm hoping ifyou
read our story and hear more about these extraordinary players and team, you will consider helping this
team to have an amazing opportunity to compete in this special National event.

Describe your group/team:
The Carlsbad Knights is a local travel baseball club team affiliated vsdth the La Costa
Youth Organization PONY Baseball League as one of their club teams. The team formed as a
travel ball team in the Fall of 2008. The players are from Carlsbad and the core players have
been the LCYO "A" All-Star team for the past 4 years for their age division. Unlike most travel
clubs, the Carlsbad Knights is made up of volunteer coaches and pulls only from players in the
LCYO league. The 8 core players have been with the team since the inception. All the families
pav for the tournament fees, uniforms, field expenses, league fees and ump fees out of their own
pocket.
Fsfsentiallv. the Carlsbad Kniehts is a erouD of talented baseball nlavers from a
community league who are great friends and enjoy playing competitive baseball together. What
makes this team such a standout is the success they have had on the field both as an All-Star
team and a club travel ball team. They have won all-star sectionals 3 years in a row, advanced in
regional play 2 out of 3 years, and have been finalist and/or champs in many area competitive
tournaments. The team has the distinct honor of representing Carlsbad in a National Tournament
in Steamboat Springs, CO this August. The Carlsbad Knights eamed this opportimity by winning
a sanctioned Triple Crown tournament. The Knights were finalist in the December Classic and
Champions in the March Mayhem in which both events qualified the team for a bid to the triple
Crown World Series in Colorado. The World Series Tournament qualifies teams from all across
the nation to compete in this coveted event.
In addition to the boy's success on the field, they also have been extremely successfiil in
the classroom, and in many other extracurricular endeavors. We have a number of boys who
serve in leadership as student coimcil representatives or officers at their schools. Most ofthe
players attend either Pacific Rim, Aviara Oaks Middle and Elementary School, and La Costa
Heights. We have a player who is a First Rank Boy Scout, 750 in Carlsbad who has served in his
community with various projects such as food drives, beach clean-ups. Many of our players are
involved with their youth church groups and all of our players are academic all-stars, and have
represented their schools in Math Olympics, Robotics, Reading clubs, and Spelling Bees. Every
player enjoys competing and excelling in other sports such as competitive soccer. Pop Wamer
football, basketball, lacrosse, eolf and we even have one olaver who is on the distinguished
Olympic Development Program for youth soccer.
Bevond the bov's baseball interests, school and other activities, everv one of these young
men show great character in and out of the dugout. They are all very supportive of each other
and tmly are good fiiends. They maintain first-class sportsmanship regardless ofthe situation
and have always been an exemplary representative of a Carlsbad community baseball team.
Though the team's focus is competitive baseball, the Carlsbad Knight's is quite unique
compared to most travel teams who concentrate typically on baseball only and pulling kids from
all areas ofthe county. The model and the basis of the Carlsbad Knight's success has always
been to encourage and support a well-rounded player, provide solid instmction and an
atmosphere that the boys will have frm playing the game, build character and to maintain a group
of players from one specific commimity league. These factors are what make this team so
special.

How will a grant to your group/team benefit the Carlsbad community or provide citywide
We believe this would make an excellent community story of a group of talented young
baseball olavers from a single communitv league comoeting against mostlv naid travel clubs
across the nation in a World Series event. I think this would provide an extra positive incentive
for the boys knowing they are representing not just their LCYO club team, but the city of
Carlsbad to perform at the highest competitive level.
In addition to representing the city of Carlsbad as a baseball team, we will have the
distinct opportunity to reach out and provide some positive press about Carlsbad to others who
may want to consider visiting our fine community one day. We truly believe this is a positive
win-wdn situation for the boys representing Carlsbad, and for the city to support the team through
this grant program and we hope you will sincerely consider our request.
