RECOMMENDED ACTION:
Adopt Resolution No. 2012-222 . accepting in kind donations of building materials totaling
$4,394 in support of Eagle Scout projects on Citywide Trails.
ITEM EXPLANATION:
Parks and Recreation programs support and encourage a healthy active lifestyle. An expanded
trails system and access to open space further supports this endeavor and is an integral part of
the city. Community service groups, including scout troops, are encouraged to volunteer on the
city's trails and are a vital component of the city's trails program. Recently, two trail projects
were completed by life scouts and their troops. The scouts responsible for the trail
improvements are being recognized for their exemplary contributions to the city's trails system.
Eagle Scout Candidate Michael Schnese- Troop 750- La Costa Valley Trail Improvements
Michael Schnese, completed his Eagle Scout community service project for trail improvements
at the La Costa Valley trail. Michael used creative fund raising including, a rummage sale, root
beer float sale and water stand at a talent show which resulted in $3,141 raised to purchase
signage and decomposed granite surfacing for the trail improvements. In addition, Michael and
his troop donated approximately 570 hours of volunteer service for improving this trail.
Eagle Scout Candidate Jordan Andersen- Troop 732- Stairs at Lake Blvd. Trailhead- Lake
Calavera Preserve -Jordan Andersen, completed his Eagle Scout community service project in
August and built a long set of stairs at the Lake Blvd. trailhead access to the Lake Calavera
preserve. Jordan fundraised for his project resulting in $1,253 used to purchase all the timber
stairs, decomposed granite, railing, concrete, and equipment rentals. Jordan and his troop
contributed 360 volunteer hours to complete this much needed improvement to the Lake
Calavera trails.
On Sept. 17, 2012 the Parks and Recreation Commission voted unanimously to accept the in-
kind donations and recommended acceptance by the City Council.
Thank you letters were sent to the scouts and their respective troops acknowledging their
generous contributions to the city's trails program.

FISCAL IMPACT:
Donations of materials to construct the trail improvements off sets the actual costs to the
general fund for trail maintenance and construction in the amount of approximately $4,394.
ENVIRONMENTAL IMPACT:
The minor trail improvements performed are exempt from the California Environmental Quality
Act (CEQA) pursuant to CEQA Guidelines Section 15301. This section exempts trail repair and
maintenance activities that involve negligible or no expansion of the existing use as such
activities do not have a significant environmental effect.

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD ACCEPTING IN-KIND DONATIONS FOR
^ EAGLE SCOUT PROJECTS ON CITYWIDE TRAILS
WHEREAS, the City Council wishes to accept the in-kind donations from Eagle
Scout candidates Michael Schnese, Troop 750 and Jordan Andersen, Troop 732 in
support of the Citywide Trails Program; and
WHEREAS, the City Council wishes to acknowledge the support and dedication
of the volunteers that assisted in the completion of the projects; and
WHEREAS, on September 17, 2012 the Parks & Recreation Commission
received an in-kind donation totaling $4,394 and voted unanimously to recommend
acceptance by the City Council;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California as follows:
18 2. That the City Council does hereby accept the $4,394 in-kind donations of
building supplies for trail improvements
