DEPT. 21.008 9/26/12 LIB&CA AUTHORIZATION TO ACCEPT AN AWARD FROM THE CALIFORNIA LIBRARY LITERACY SERVICES FOR 2012-13 DEPT. HEAD ^ ^ CITY ATTY. 1^ CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2012-223 authorizing the Carlsbad City Library to accept an award of $35,852.00 from the California Library Literacy Services and authorizing the Finance Director to appropriate the received funds. ITEM EXPLANATION: From 1984 until 1989 the Carlsbad City Library adult literacy program was funded with grant money from the State. In 1989, when those funds were no longer available, the City's General Fund picked up the support of the program. In 1990, when the California Library Literacy Services (CLLS) was created, the Library became eligible for additional matching grant funds. The Library has applied for matching grant funds each year for the past twenty-one years, but because of the state budget cuts, there were no state funds allocated in 2011-12. In May of 2012 it was still uncertain whether or not the CLLS would be funded in the state budget for 2012-13. The CLLS asked that current participating libraries submit an "Intent to Participate" form in order to expedite the distribution of funds should there be any in the budget. In July of 2012 we were notified that the state budget included funds for literacy and in August we received notice of an award of $35,852.00. FISCAL IMPACT: The funds will be used for instructional resources; the annual tutor/learner recognition event; program support activities, equipment; and public relations. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
