Police APPROVAL OF ONGOING INSTALLATION OF LEGACY BRICKS AT SAFETY TRAINING CENTER DEPT.DIREC^lgfc^ CITY ATTY. CITY MGR. RECOMMENDED ACTION: City Council to adopt Resolution No. 2012-224 approving the ongoing installation of engraved bricks at the Safety Training Center, in cooperation with the "legacy brick" fundraising program to benefit Carlsbad Explorer POST 781. ITEM EXPLANATION: "Legacy bricks" were incorporated into the design of the City's new Safety Training Center as part of the paved plaza located directly across the street from the Police and Fire headquarters building. This plaza also features woven bronze sculptures of a police officer and firefighter that were created by local artist Michael Stutz and serves as the pedestrian gateway to the new training facility. Paving bricks are laser engraved with the name(s) of employees or work groups from within the Police and Fire departments. In conjunction with the opening of the training center, Carlsbad Explorer POST 781, an independent 501(c)(3) organization, has launched a "legacy brick" fundraising program. During the initial offering legacy brick orders have been open only to current and or former members of the police and fire departments and those who have served as volunteers for either organization from 1949 to present. The legacy brick program is designed to be perpetual, so additional orders may be made and new names added over time. The Police Department is asking for council approval to continue the "legacy brick" program at the Safety Training Center. FISCAL IMPACT: Carlsbad Explorer POST 781 is responsible for 100 percent of the cost of the program. Profits from the sale of these bricks go directly to POST 781 for use in furthering the mission of the Carlsbad Police and Fire Explorer programs. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. That the City Manager or her designee will coordinate with Carlsbad Explorer POST 781 to perpetuate the legacy brick program. 4.
