CS-187 to require stops on Camino Alvaro at its intersection with ITEM EXPLANATION: Camino Alvaro and Sombrosa Street are located in the southeast quadrant of the city (see Exhibit 1). Both are unclassified on the Circulation Element of the General Plan but function as low volume local streets based on street width and adjacent land uses. A resident has requested that staff investigate the need to install a STOP sign on Camino Alvaro at its intersection with Sombrosa Street. The subject intersection is a T-intersection that is uncontrolled on all approaches. The California Manual on Uniform Traffic Control Devices Section 2B.04 allows the consideration of a STOP sign at any location so as to control traffic within an intersection. One of the conditions that may warrant consideration of installing a STOP sign is when the safe approach speed to the intersection is less than 10 miles per hour. For the analyses of local streets, the minor street decision point is assumed to be 50 feet from the intersection. A distance of 150 feet (stopping sight distance for 25 miles per hour) along the major street should be provided to minor street drivers to view vehicles approaching the intersection (see Exhibit 2). At the study intersection, the sight distance from Camino Alvaro looking to the west was measured to be 116 feet, which is less than the required 150 feet. The sight distance looking to the east was found to be 350 feet. Based on the study results, staff has determined that the 10 mile per hour safe approach speed is not being met for drivers on northbound Camino Alvaro and a STOP sign should be considered for installation on Camino Alvaro at Sombrosa Street. The Traffic Safety Commission reviewed this matter at its meeting on May 7, 2012. By a 3-0 vote, the Traffic Safety Commission recommended that a STOP sign be installed on Camino Alvaro at its intersection with Sombrosa Street. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving negligible or no expansion. CS-187 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE STOPS ON CAMINO ALVARO AT ITS INTERSECTION WITH SOMBROSA STREET. The City Council of the City of Carisbad, California, hereby ordains as follows: That Title 10, Chapter 10.28 of the Carisbad Municipal Code is amended by the addition of Section 10.28.976 to read as follows: "10.28.975 Sombrosa Street. Drivers shall stop where the following described street intersects Sombrosa Street: Camino Alvaro."
