TRANS ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR CONSTRUCTION OF THE 2012 PAVEMENT OVERLAY PROJECT NO. 6001-12-OL CITY MANAGER ^ ^Jj j RECOMMENDED ACTION: Adopt Resolution No. 2012-233 accepting bids and awarding the contract to All American Asphalt for construction of the 2012 Pavement Overiay Project No. 6001-12-OL. ITEM EXPLANATION: The 2012 Pavement Overiay Project is part of the City of Carisbad's ongoing Pavement Management Program. This project will resurface portions of Carisbad Boulevard. Carisbad Village Drive. Grand Avenue. El Camino Real, and other residential streets by applying a rubberized asphalt concrete layer over the existing roadway. The streets were selected based on their age and the existing condition of the pavement surface. On September 13, 2012, thirteen (13) sealed bids were received for the construction of this project as shown on the following table. All American Asphalt, submitted a bid in the amount of $2,453,453. Staff has completed its review of the contract documents and has determined that they are in order. Staff recommends that All American Asphalt be awarded the contract. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. The estimated construction costs associated with this project are summarized in the following table. Construction Contract $2,453,453 Construction Contingency (7%) $171,742 Project Administration, Testing & Inspection (7%) $171,742 TOTAL ESTIMATE PROJECT COST $2,796,937 There are sufficient funds available to complete the 2012 Pavement Overiay Project, as shown above. The funds used on this project are Pavement Management Program funds which consist of non- jurisdictional fees (generated from trash haulers). Gas Tax funds, and TransNet-Local funds available for drawdown from SANDAG. Remaining Pavement Management Program funds will be used on future pavement rehabilitation and resurfacing projects. NOW. THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 2^ 1. That the above recitations are true and correct. 21 2. That the low bid of $2,453,453 submitted by All American Asphalt for the 22 construction of the 2012 Pavement Overiay Project No. 6001-12-OL is accepted and the Mayor is 23 hereby authorized to execute a contract for this project. 24 3. That the City Manager is hereby authorized to approve construction change orders up to $171,742. 4. That the award of this contract is contingent upon the bidder submitting the lowest responsible bid executing the required contract and submitting the required bonds and 1 insurance policies, as described in the contract, within twenty (20) days of adoption of this 2 resolution.
