RECOMMENDED ACTION:
Adopt Resolution No. 2012-252 approving plans and specifications and authorizing the City
Clerk to advertise for bids for the construction of the Palomar Airport Road at Melrose Drive
innprovements, Project No. 6034.
ITEM EXPLANATION:
The proposed Capital Improvement Program (CIP) project is located at the intersection of Palomar
Airport Road and Melrose Drive. To enhance mobility and capacity, an additional right turn only lane
will be added on southbound Melrose Drive for drivers turning westbound onto Palomar Airport Road.
The construction drawings and specifications have been prepared and are on file in the
Transportation Department.
Staff recommends approval of the plans and specifications and requests authorization to advertise for
bids for the Palomar Airport Road at Melrose Drive improvements, Project No 6034.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and
similar facilities involving negligible or no expansion.
FISCAL IMPACT:
This CIP project at the intersection of Palomar Airport Road and Melrose Drive, Project No. 6034 is
funded with the Traffic Impact Fee (TIF) funds. The estimated project funding totals for construction
of improvements are shown in Tables 1 and 2 below.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
4 ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
PALOMAR AIRPORT ROAD AT MELROSE DRIVE
5 IMPROVEMENTS. PROJECT NO. 6034.
6 WHEREAS, the City Council of the City of Carlsbad, California, has determined it
7 necessary, desirable, and in the public interest to enhance mobility and capacity at the intersection
of Palomar Airport Road and Melrose Drive; and
WHEREAS, the plans and specification for furnishing all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Palomar Airport
10 Road at Melrose Drive improvements, Project No. 6034, have been prepared and are on file in the
11 Transportation Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, funding for said project has been appropriated from the Traffic Impact Fee
(TIF) fund and is sufficient; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA)
1^ pursuant to CEQA Guidelines Section 15301 (c); and
15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Palomar Airport
Road at Melrose Drive improvements. Project No. 6034, have been prepared and are on file in the
19 Transportation Department of the City of Carlsbad and are hereby approved.
20 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
the Palomar Airport Road at Melrose Drive improvements Project No. 6034, in accordance with the
plans, specifications, and contract documents referred to herein.
