RECOMMENDED ACTION:
Adopt Resolution No. 2012-258 terminating the declaration of a local emergency to repair the North
Batiquitos Sewer Lift Station Force Main.
ITEM EXPLANATION:
On October 7, 2012, a sewer line was discovered leaking at the North Batiquitos Sewer Lift Station. The
City Manager declared a local emergency on October 9, 2012 and the declaration was ratified by Council
on October 23, 2012 by Resolution No. 2012-236. In accordance with this resolution, the need to continue
the emergency declaration shall be reviewed by the City Council every 14-days.
Upon discovering the leak on October 7*^, the sewage pumps at the lift station were shut off and the
sewage flow entering the lift station was captured with the use of tanker trucks that hauled the wastewater
to the Encina Water Pollution Control Facility. By the evening of October 8"^, a temporary above-ground
bypass pipeline had been installed and was placed into operation; ending the tanker truck operation.
Approximately 1.1-million gallons of sewage was trucked offsite during this operation.
Since this date, the City's emergency contractor has installed new piping and abandoned the section of
force main that was leaking. The new segment of sewer force main has been reconnected to the primary
force main, the bypass piping has been disconnected and a connection has been made from the new force
main to the secondary force main to restore system redundancy. Efforts to locate and document the failed
pipe section were successful on November 5 when the hole in the now abandoned section of force main
was discovered through video inspection of the pipeline. The forensic work delayed the paving restoration
and clean-up phase which was initially expected to be completed by November 9 to November 16, 2012.
City staff provided a spill report to the California Regional Water Quality Control Board, San Diego Region
on October 30. The City has permit authority for a Coastal Development Permit at this location and staff
has submitted an application for a Coastal Development Permit to the city's Planning Department.
ENVIRONMENTAL IMPACT:
Emergency projects for the repair of essential sen/ice facilities are statutorily exempt from CEQA pursuant
to CEQA Guidelines Section 21080(b)(2) and 15269.

Funds were used from the operating budget until other funding is determined. Once the accounting of the
final costs is known, it will be reported on.

A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA,
PROCLAIMING THE END OF A DECLARATION OF A LOCAL
EMERGENCY TO REPAIR THE NORTH BATIQUITOS SEWER
LIFT STATION FORCE MAIN.
WHEREAS, on or about October 7, 2012, a sewer line was discovered leaking at the
North Batiquitos Lagoon sewer lift station; and
WHEREAS, the City Manager declared a local emergency on October 9, 2012; and
WHEREAS, Resolution No. 2012-236 dated October 23, 2012 states that every 14 days
the City Manager shall review with the City Council the emergency actions taken to date and
determine the need to continue the emergency; and
WHEREAS, the repairs have been made and there is no longer a need to continue the
emergency.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That City Manager reviewed with the City Council the emergency actions taken and
recommends terminating the declaration of a local emergency.
