RECOMMENDED AaiON:
Adopt Resolution No. 7012-274 _ approving out-of-state travel for Fire Chief Kevin Crawford to
attend the Labor-Management Initiative Conference, held in Phoenix, Arizona on January 24 - 25, 2013.
ITEM EXPLANATION:
Fire is requesting authorization to attend the Labor-Management Initiative Conference, sponsored by
the International Association of Fire Chiefs and the International Association of Fire Fighters, in
Phoenix, Arizona on January 24 - 25, 2013. This two-day conference provides the opportunity to
enhance labor-management relations and increase interpersonal communications between labor and
management. Various discussion topics include health and safety, social media and the fire service,
and community involvement. These topics focus on the importance and value of using the labor-
management process, as well as practical strategies and knowledge to positively impact leadership.
FISCAL IMPACT:
The cost to attend this conference is approximately $1,200; including registration, airfare, lodging,
and meals. Sufficient funds are available in the General Fund Fire Administration budget.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a project within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable Indirect physical change in the environment, and
therefore, does not require environmental review.

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING OUT-OF-STATE TRAVEL FOR THE FIRE CHIEF
TO ATTEND A CONFERENCE.
WHEREAS, City Council Policy Number 2 governs requests for out-of-state travel by
employees when such travel benefits the City of Carlsbad; and
7 WHEREAS, the City Council agrees that it is in the public's interest to authorize out-of-

13 NOW, THEREFORE, BE IT RESOLVED by City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
