RECOMMENDED ACTION:
Adopt Resolufion No. 2013-005 authorizing the City of Carisbad to enter into an amendment to
extend, for three (3) years the current Regional Communicafions System (RCS) Participafing Agency
Agreement with the County of San Diego.
Approve and authorize the Mayor to execute the Amendment to the Regional Communicafions System
Participafing Agency Agreement on behalf of the City Council (Exhibit No. 2).
ITEM EXPLANATION:
Fire Department staff is requesting that Council approve the three (3) year extension of the RCS
Participating Agency Agreement with the County of San Diego. This extension to the Agreement will
provide participating agencies confinued service on the RCS while County staff and the RCS Board of
Directors complete planning efforts for the replacement of the system and to develop a new participafing
agency agreement.
The Regional Communicafions System (RCS) provides essential day-to-day communicafions operafions
for public service agencies, including the City of Carisbad Police and Fire Departments. The regional
800 MHz radio system also develops communicafions capabilities to cope with potential disaster and
major events, to improve agency communications, and provide technology for all participants to meet
their communicafion needs. This communicafions system provides San Diego County's ability to
respond to citizen requests for service and is the backbone system for coordinafion during significant
regional events.
The agreement tified "The Regional Communicafions System (RCS) Participating Agency Agreement,"
dated March 7, 1995 is between the County of San Diego and participafing cifies and jurisdicfions. The
original term of the agreement was for 15 years from March 7, 1995 to March 6, 2010. The County
Board of Supervisors approved an amendment to extend the agreement unfil March 31, 2013. The City
of Carisbad agreed to and signed this extension on August 18, 2009. On August 7, 2012 on the
recommendafion of the RCS Board of Directors, the County Board of Supervisors approved another
three (3) year extension to March 31, 2016. All other terms of the agreement, as amended from fime to
fime, remain unchanged.

ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this acfion does not consfitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and therefore
does not require further environmental review.
FISCAL IMPACT:
This extension will not result in a change in overall costs for the RCS program or change the County's or
the participating agencies' share in the costs. Sufficient funds are budgeted as part of the Fire
Department's operafing budget and will continue to be budgeted per the terms of the original agreement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE THREE (3)
YEAR EXTENSION OF THE REGIONAL
COMMUNICATIONS SYSTEM (RCS) PARTICIPATING
AGENCY AGREEMENT.
WHEREAS, the Regional Communicafions System (RCS) provides essenfial day-
to-day communicafions operations for public service agencies, including the City of
Carisbad Police and Fire Departments; and
WHEREAS, this communications system provides San Diego County's ability to
respond to citizen requests for service and is the backbone system for coordination
during significant regional events; and
WHEREAS, the original March 7, 1995, RCS Participating Agency Agreement
between the County of San Diego and participating cities and jurisdictions, including the
City of Carisbad, formally implemented the RCS. It established the governance,
administration, method of funding, and costs of a regional radio system to provide
communication services to public safety and public service agencies operating in San
Diego and Imperial Counties; and
WHEREAS, on May 5, 2009, the San Diego County Board of Supervisors
approved an amendment to the RCS Agency Agreement, extending the original 15 year
agreement by three years to March 31, 2013; and
WHEREAS, on August 7, 2012, on the recommendation of the RCS Board of
Directors, the County Board of Supervisors approved a second three year extension to
the RCS Participating Agency Agreement to March 31, 2016;
WHEREAS, this second three year extension requires the approval of RCS,
Participating Agencies, including, the City of Carisbad' and

1 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
2 Carisbad, California, as follows that:
3 1. The above recitafions are true and correct.
4 2. The Council approves and authorizes the Mayor to execute the
5 Amendment on behalf of the City of Carisbad and thereby extend the RCS
6 Participating Agency Agreement for an addifional three year term, expiring on
7 March 31, 2016.
