RECOMMENDED ACTION:
Adopt Resolution No. 2013-016 accepting the contract for construction of the Northwest
Quadrant Storm Drain Improvement Program - 2011, Project No. 6608 as complete, and directing the
City Clerk to record a Notice of Completion and release bonds in accordance with State Law and City
Ordinances.
ITEM EXPLANATION:
On April 24, 2012, the City of Carlsbad awarded a contract to Palm Engineering Construction
Company, Inc. in the amount of $179,937 for the construction of the Northwest Quadrant Storm Drain
Improvement Program - 2011, Project No. 6608.
Palm Engineering Construction Company, Inc. completed the contract on October 19, 2012. City staff
has inspected the work and found it to be satisfactory. Staff recommends acceptance of the
improvements by the City Council.
ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion is a ministerial process and is exempt from the requirements
of the California Environmental Quality Act (CEQA) pursuant to Carlsbad Municipal Code Section
19.040.070 A.1.a.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE CONTRACT FOR
CONSTRUCTION OF THE NORTHWEST QUADRANT STORM
DRAIN IMPROVEMENT PROGRAM - 2011,
PROJECT NO. 6608. AS COMPLETE.
WHEREAS, the construction of the Northwest Quadrant Storm Drain Improvement
Program, Project No. 6608, has been completed to the City's satisfaction by Palm Engineering
Construction Company, Inc. on October 19, 2012; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the Northwest Quadrant Storm Drain Improvement Program - 2011,
specifically identified as Project No. 6608 is deemed complete and is hereby accepted by the City
Council of the City of Carlsbad.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
execute and record the Notice of Completion for the Northwest Quadrant Storm Drain
Improvement Program, Project No. 6608.
