RECOMMENDED ACTION:
City Council of the City of Cartsbad adopt Resolution No. 2013-019 approving the plans and
specifications and determining to reimburse the Cartsbad Municipal Water Distnct for the actual costs
for city project improvements for the Park Dnve Water Pipeline Replacement, Surface Improvements,
Northwest Quadrant Storm Drain Program and Concrete Repair Program, Project No's. 5030, 6608
and 6013.

Directors of Cartsbad Municipal Water Distnct (CMWD) adopt Resolution No.
approving the plans and specifications and authonzing the Secretary of the Board to
advertise for bids for the Park Dnve Water Pipeline Replacement, Surface Improvements, Northwest
Quadrant Storm Drain Program and Concrete Repair Program, Project No's. 5030, 6608 and 6013.
ITEM EXPLANATION:
The project is located on Park Dnve and extends from Adams Street to 200 feet southerty of Cove
Dnve. The project is the replacement of a water pipeline and roadway section that was damaged
when the water pipeline abruptly failed. The pipeline repairs include abandoning or removing 6-inch
and 12-inch diameter asbestos cement pipe (ACP) and replacing it with new 6-inch and 12-inch
diameter polyvinyl chlonde (PVC) pipeline and steel cement mortar lined and coated (CML&C)
pipeline. In addition, the project will remove 10-inch ACP and replace it with steel CML&C pipe. The
pavement repairs require complete removal and replacement of 27,000 square feet of pavement
section and the undertying subgrade. Stormdrain improvements are required including construction of
18-inch diameter reinforced concrete pipe (RCP), 12-inch diameter high density polyethylene (HDPE)
pipe, subdrains, curb inlets, and a cleanout. Sidewalk upgrades are also included to bnng the area
into compliance with the current Amencan Disabilities Act.
The water pipeline replacement and pavement repairs are funded through the Water-Capital
Replacement Program. The improvements made to the drainage system are funded by the Northwest
Quadrant Storm Drain Program. The sidewalk upgrades including pedestnan ramps are funded
through the Concrete Repair Program.
Staff recommends approving the plans and specifications and authorizing the City Clerk to advertise
for bids for the construction of Park Dnve Water Pipeline Replacement, Surface Improvements,
Northwest Quadrant Storm Drain Program and Concrete Repair Program, Project No's. 5030, 6608
and 6013.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) - minor alteration of existing facilities of public utility sen/ices involving
negligible or no expansion and Section 15302(c) - replacement or reconstruction of existing utility
systems and/or facilities involving negligible or no expansion of capacity.

An Engineer's Estimate of the construction cost of Park Dnve Water Pipeline Replacement, Surface
Improvements, Northwest Quadrant Storm Drain Program and Concrete Repair Program, Project
No's. 5030, 6608 and 6013 was prepared by TY LIN on November 29, 2012, and totals $756,120. The
project's construction contract will be with CMWD. CMWD will be reimbursed by the City of Carlsbad for
the actual costs associated with the Northwest Quadrant Storm Drain Program and Concrete Repair
Program improvements. A summary of estimated construction costs and available funds is shown in
Table 2.

required for the construction of Park Dnve Water Pipeline Replacement, Surface Improvements,
Northwest Quadrant Storm Drain Program and Concrete Repair Program, Project No's. 5030, 6608

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND
DETERMINING TO REIMBURSE THE CARLSBAD MUNICIPAL
WATER DISTRICT FOR THE ACTUAL COSTS FOR CITY PROJECT
IMPROVEMENTS FOR THE PARK DRIVE WATER PIPELINE
REPLACEMENT, SURFACE IMPROVEMENTS, NORTHWEST
QUADRANT STORM DRAIN PROGRAM AND CONCRETE REPAIR
PROGRAM. PROJECT NO'S. 5030. 6608 AND 6013.
WHEREAS, the City Council of the City of Cartsbad, California, has determined it
necessary, desirable, and in the public interest to construct sidewalk, curb, gutter, storm drain
facilities, remove and replace potable water pipeline, and remove and replace damaged pavement
in Park Drive from Adams Street to 200 feet southerty of Cove Dnve; and
WHEREAS, the plans and specifications for furnishing of all labor, matenals, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Utilities Department of the City of Cartsbad and are incorporated by
reference herein; and
WHEREAS, this project is exempt from environmental review per CEQA Section 15301(b)
- minor alteration of existing facilities of public utility services involving negligible or no expansion
and Section 15302(c) - replacement or reconstruction of existing utility systems and/or facilities
involving negligible or no expansion of capacity; and
WHEREAS, the City of Cartsbad has agreed to reimburse the Cartsbad Municipal Water
District for the actual costs for City project improvements from the Northwest Quadrant Storm
Drain Program, Project No. 6608 and Concrete Repair Program, Project No. 6013; and
WHEREAS, the Engineer's estimate for the construction ofthe Northwest Quadrant Storm
Drain Program and Concrete Repair Program is $126,120; and
WHEREAS, sufficient funds exist in the Gas Tax funds for the roadway improvements.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents on file in the Utilities
Department of the City of Cartsbad are hereby approved. ^
1 3. That the Finance Director is authonzed to reimburse $83,000 from the Northwest
2 Quadrant Storm Drain Program (Project No. 6608) and $43,120 from the Concrete Repair Program
3 (Project No. 6013) to the Park Drive Water Pipeline Replacement and Surface Improvement
4 Project (Project No. 5030).
