CITY OF CARLSBAD - AGENDA BILL AB# MTG. DEPT. 21.100 01/08/13 HNS WINNING TEAMS GRANT REQUESTS DEPT. DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt City Council Resolution No. 2013-020 approving three Winning Teams Grants for the Xcalibur Dance Team, Lancer Dancers, and La Costa Canyon Pop Warner Mavencks Cheer, and authorizing the Finance Director to appropnate and distnbute said funds. ITEM EXPLANATION: Attached are Winning Teams Grant requests from Cartsbad High School's Xcalibur Dance Team (Exhibit 2) and Lancers Dancers (Exhibit 3) to attend the Universal Dance Association National Dance Team Competition to be held in Orlando, Florida in February 2013. Xcalibur Dance Team has submitted a letter of request for $7,000 total in grant funds and the request from Lancer Dancers is for $12,150 total to offset travel costs to the national competition. A grant request has also been submitted by the La Costa Canyon Mavencks Cheer (Exhibit 4) for travel and other related competition costs to participate in the National Pop Warner Cheer Competition held in December 2012. La Costa Canyon Mavencks Cheer has requested $7,000 total in grant funds. The application was submitted pnor to travel to the noted competition in December, enabling the applicant to be considered eligible for the grant opportunity. If the grant is approved by the City Council, the team will submit receipts for reimbursement of costs for the travel to the noted competition. Winning Team Grants - Council Policy No. 51 In December of 2012, the City Council revised Council Policy No. 51 to provide clarification for Winning Teams Grants specifically addressing funding requests and the reimbursement process. All of the requests are consistent with the policy to provide assistance to local teams in their travels to national competitions. In addition, all ofthe following eligibility requirements of the grant have been met by all applicants: The participants are all 18 years of age or under; and ^ The Team is an organized non-profit agency; and ^ The request for funding has been made pnor to the date of their event; and ^ At least 90% of the participants in the Team are residents of Cartsbad. The grants provide cash assistance to reimburse travel costs to a national competition for a Cartsbad team. Below is a summary of each team's request. Xcalibur Dance Team Xcalibur Dance Team, compnsed of 22 participants and 2 coaches, qualified and earned their invitation to the national competition in Florida in the summer of 2012. The competition will be held in February, 2013. Xcalibur Dance Team estimates that the total cost to the national competition is $29,000 (including travel, team spirit apparel, supplies) for the entire Team, which results in a breakdown of roughly $1,200 per individual. The team requested $7,000 (24 percent of estimated costs) Based on City Council Policy 51, staff is recommending approval of a Winning Teams Grant in the amount of $5,500 (based on the adjusted travel cost of $27,500, as apparel and supplies are ineligible expenses per Council policy) in direct cash assistance to be provided on a reimbursement basis only. If awarded, the grant will help offset the participants' costs for the following eligible expenses: airfare, ground transportation, hotel accommodations, entry fees, and meals. The recommended grant amount is 20 percent ofthe total adjusted travel costs. Lancer Dancers Lancer Dancers, consisting of 15 participants and 2 coaches, qualified and earned their invitation to the national competition in the summer of 2012. The competition will be held in February, 2013. The team estimates that the total cost to the national competition is $42,000 (including travel, costumes, choreographers, etc.) forthe entire Team, which results in a breakdown of roughly $2,500 per individual. The team requested $12,150 (30 percent of total estimated costs). Based on City Council Policy 51, staff is recommending approval of a Winning Teams Grant in the amount of $5,940 (based on the adjusted travel cost of $29,700, as choreographers, music, costumes, and team spirit apparel are ineligible expenses per Council policy) in direct cash assistance to be provided on a reimbursement basis only. If awarded, the grant will help offset the participants' costs for the following eligible expenses: airfare, ground transportation, hotel accommodations, entry fees, and meals. The recommended grant amount is 20 percent of the total travel cost. La Costa Canyon Pop Warner Mavericks Cheer La Costa Canyon Pop Warner Mavencks Cheer, consisting of 29 participants and 6 coaches, qualified and earned their invitation to the national competition in the summer of 2012. The competition was held in December, 2012. The team estimates that the total cost to the national competition was $42,000 (including airfare, hotel accommodations, meals, etc.) for the entire Team, which results in a breakdown of roughly $1,200 per individual. The team requested $7,000 (17 percent of total estimated costs). Based on City Council Policy 51, staff is recommending approval of a Winning Teams Grant in the amount requested by the team of $7,000 in direct cash assistance to be provided on a reimbursement basis only. The requested grant does not exceed 20% of total costs and, if 7^ awarded, the grant will help reimburse for some of the participants' costs for the following eligible expenses: airfare, ground transportation, hotel accommodations, entry fees, and meals. The requested grant amount is 17 percent ofthe total travel costs; however, because the team had a larger number of coaches than most of the winning teams to date, the lower grant percentage is appropnate. Staff Recommendation Staff is recommending grant funding for all teams noted above to help offset their costs of travel for national dance/cheer competitions; proposed team allocations are as shown below: APPLICANT FUNDING RECOMMENDATION PERCENT OF TRAVEL COSTS Xcalibur Dance Team $5,500.00 20 percent Lancer Dancers $5,940.00 20 percent La Costa Canyon Pop Warner Mavencks Cheer $7,000.00 17 percent Staff is recommending approval ofthe grants based on the following proposed public benefits to Cartsbad. First, participation in national competitions provides exposure from a marketing perspective for Cartsbad. Winning youth teams proudly represent Cartsbad and confidently represent the youth ofthe community, which positively reflects upon the character ofthe community and enhances its image. Second, winning teams are morale boosters both from an individual as well as a community perspective. The City of Cartsbad is demonstrating its commitment to youth and community spirit. Third, support for a winning team from the City helps to demonstrate an important community building principle which is: ail of us together can do more than each of us can do alone. Finally, this grant program assists in the City's effort to foster an enhanced sense of community where its members feel a sense of belonging and that they matter to one another and to the group; this stronger sense of community, in turn, helps to encourage commitment to common goals and objectives that benefit the larger community through an enhanced quality of life and training for its future leaders. Over the past decade the City Council has approved twelve (12) Winning Teams Grants, disbursing just over $76,000 to date to Cartsbad teams to help offset travel expenses for national championship competitions. FISCAL IMPACT: Staff recommends approval of the following winning team grants: Xcalibur Dance Team ($5,500), Lancer Dancers ($5,940), and La Costa Canyon Pop Warner Mavencks Cheer ($7,000). If the Council chooses to fund these Winning Teams Grants, approval of the attached resolution will appropnate a total of $18,440 from the Council's General Fund Contingency account for the Xcalibur Dance Team, Lancer Dancers, and La Costa Canyon Pop Warner Mavencks Cheer. In FY 2012-13, the City Council's General Fund contingency account was allocated a $1,500,000 provision, and carries a current account balance of $963,821. 3 Page 3 ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. This ESPN Nationally televised event has been attended by over 600 high schools and the Carlsbad Team is aiming to repeat their number 1 ranking for the third consecutive year, and bring Carlsbad High School their tenth National Team title. The total cost of the competition for the team is $ 42,500, and the team is committed to fundraising efforts to secure $ 30,350. The CHS Lancer Dancer Team has been a highly visible symbol of excellence in our community for many years. The Lancer Dancer Team prides themselves on being role models to other youth who want to further themselves through dance or any activity that requires hard work and dedication. The Lancer Dancers strive to serve those in need in their communities both collectively as a team and as individuals. The Winning Team Grant would ensure that the CHS Lancer Dancer team could defend its 2011 place win and achieve it's tenth National title. The team is committed to fundraising a significant portion of the budget to compete in the Nationals competition. Numerous evolving challenges (including economic factors) have made fundraising efforts continually more difficult. In addition, rising costs (such as CHS facilities fees) have placed an increased hardship on the team's ability to financially support competing at the National level. The Lancer Dancer team consists of girls ages 14-17, freshman through seniors. Each year the team is selected through an audition process. The Lancer Dancer team performs at a number of CHS sporting events, and many other functions throughout the Carlsbad Community. Community Events which Lancer Dancers have performed in previous years include: Art Splash, Celebrate Carlsbad Day, Christmas Tree Lighting, Mitchell Thorpe Walk a thon. Lagoon Benefit Walk, Kelly and Magnolia Elementary Carnivals and others. As the Varsity Dance Team, the Lancer Dancers also compete annually at the UDA High School National Dance Team Competition. The CHS Lancer Dancers have won a National Championship 9 times in the previous 12 years of competing at UDA. The Lancer Dancer team is one of the only athletic teams for CHS that is able to compete on a National Level. Our squad is requesting a grant of $7,000 to help pay travel expenses for these 29 girls to go to die National Pop Warner Cheer Competition in Orlando Florida on December 3-7,2012. The LCCPW Mavericks cheer squad consists of 29 girls, ages 9 to 12, who reside in the City of Carlsbad. The PW league estimates the cost of travel (airfare), hotel, meals, passes and requisite incidentals for each girl to go to Nationals in Florida is about $1,200 this year (see enclosed PW brochure). Based on that figure, the LCCPW Mavericks cheer squad will need at least $34,800 to travel to the National Competition (excluding coaches and chaperones' expenses). Three of the girls on our cheer squad are participating through LCCPW's scholarship program and at least three other families are suffering financial hardship. Without some financial assistance, these girls will not be able to go to the National Competition in Florida, To not have these girls go with the rest of the squad would be devastating to all of them. The LLCPW Mavericks cheer squad has already won first place at their local competition on October 28,2012, and has been awarded an auto bid to the National competition in Florida. In anticipation of that competition, the LCCPW Mavericks started fundraising in August 2012 and set up a travel fund for the entire squad. Enclosed with this Application is our squad's budget that sets forth the amounts that have been raised and/or deposited into the squad's travel fund. Despite all efforts to date, the LLCPW Mavericks cheer squad is still in need of at least $10,000 to meet its goal of $34,800 for the girls to travel to Nationals in Florida. Accordmgly, this Winning Teams Grant for $7,000 would pay for at least 5 girls who were not able to raise the money themselves and also assist the remainder of the squad with the financial burden of traveling to the National competition. Finally, if this grant money is awarded to the LCCPW Mavericks cheer squad, it would be benefiting local neighborhoods, schools, churches, and communities that these girls are involved in. In the recent revision of Council Policy 51, eligible travel costs are now limited to the following: airfare, lodging, entry fees and food. As a result ofthe policy revision, the original travel costs were modified and provided in the staff report. A further breakdown of adjusted individual participant costs and percentages are listed below. The Xcalibur Dance Team is larger and the costs are divided up between more people. Also, both teams scheduled their travel on their own terms and received different airfare prices. Staff attributes the variance in costs to the fluctuating airiine costs as well as baggage fees. In an effort to have the costs become more consistent, staff will develop a standard budget form to be included in the grant request.
