RECOMMENDED ACTION:
To receive five minute presentations from each qualified applicant and Carisbad citizen who
wish to fill the unexpired term of the City Clerk.
ITEM EXPLANATION:
A vacancy in the office of City Clerk was created by the election of the former City Clerk to a
position on the City Council, effective December 11, 2012. The vacated tenn expires in
November, 2014.
In accordance with local and state law, the City Council must either appoint a successor to fill
the unexpired term or call for a special election within 60 days after the commencement of the
vacancy. (Carisbad Municipal Code Section 2.04.030 and California Government Code Section
36512) The person appointed by the City Council to fill the vacancy will serve the remainder of
the term of the former City Clerk, until a successor is certified to take office. If a successor is
not appointed by February 9, 2013, the Council would be required by law to call a special
election.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potenfial to cause either a direct physical
change in the environment, or a reasonably foreseeable Indirect physical change in the
environment, and therefore does not require environmental review.

NOTICE OF INTENTION TO FILL A VACANCY FOR CITY CLERK
BY APPOINTMENT
NOTICE IS HEREBY GIVEN that the City of Carlsbad is accepting applications for appointment to the
position of City Clerk, to fill the vacancy created by the election of the current City Clerk to a position on the
CJity Council, effective December 11, 2012. The vacated term expires in November, 2014.
The position is part-time, with compensation of $1070 per month, plus a $200 monthly car allowance and
benefits.
• QUALIFICATIONS FOR CANDIDATES:
Must be at least 18 years of age, reside within the corporate limits of the City of Carisbad and be
registered to vote in the City of Carisbad at the time the application is issued; and
Must have obtained the designation of Certified Municipal Clerk (CMC) from the Intemational Institute of
Municipal Clerks; or
Must possess a bachelor's degree from an accredited college or university and have 2 years of full-time
salaried experience in either business administration or public administration.
(Qualifications contained in Carlsbad Municipal Code Section 2.08.032)
Each qualified candidate will have the opportunity to present their qualifications to the City Council.
Applications must be filed with the City Clerk's Office by 5:00 p.m., on January 2, 2013,
At a regular meeting of January 8, 2013, each qualified applicant will be asked to make a 5 minute
presentation to the City Council. The applicants may then be asked to respond to questions from the Council
regarding their presentation or application. The order in which the applicants will make their presentations will
be determined by a random draw of the applicants' names, prior to the meeting. The City Council may make
a decision at this meeting, or may direct staff to place the matter on a future agenda for action

The Carlsbad City Council is seeking applications from residents interested in fulfilling the vacant term of Citv
Clerk, ending m November, 2014. This position became vacant with the election of the current City Clerk to a

Education.- I have a Bachelors of Science degree from the University of New Hampshire
v.^^^ Administration. I achieved Senior Director Status from the
YMCA of USA by completing a series of classes and workshops. The courses included
Advanced Fiscal Management, Group and Team Work, Diversity Training, Governance
and Program Management. I am proficient with the Windows Microsoft Office Suite I

It has been my pleasure to work with Deborah Cervone, City of Encinitas City Clerk, from July 2011
through June 2012. Deborah began working as Deputy City Clerk several months after the City of
Encinitas' incorporation in 1986. After 8 years, she was promoted to City Clerk and continued in that
position for 17 years. She was responsible for setting up all processes and procedures for the City
Clerk's Department from the beginning of incorporation, not an easy task. Among the many difficult and
complex tasks of the position, Deborah also had the responsibility of providing support for all Council
Members over a 15 year period. Deborah has been a certified municipal clerk for over 20 years and has
been responsible for over 10 municipal elections.
