RECOMMENDED ACTION:
Adopt Resolution No. 2013-041 appointing one member to the Buena Vista Lagoon
Joint Powers Committee.
ITEM EXPLANATION:
The Carlsbad City Council, in December, 1982, adopted Resolution No. 7100, approving the Buena
Vista Lagoon Joint Powers Agreement. Subsequently, in January, 1983, the Council adopted
Resolution No. 7112, approving the formation of the Buena Vista Lagoon Joint Powers Committee,
appointing three members to represent the City of Carlsbad, and authorizing the City Council to
appoint, replace and remove members.
Under the terms of the Joint Powers Agreement, two of the appointees from the City of Carlsbad
must be city council members, and one must be a member ofthe public. The current council
members serving on the Committee are Council Members Blackburn and Douglas.
The third appointee from the City of Carlsbad is a citizen, Don Jackson. Mr. Jackson's term has
expired.
One appointment to the Buena Vista Lagoon Joint Powers Committee is therefore required. Mr.
Jackson is eligible for reappointment.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.
