2013-042 appointing one member to the Planning
ITEM EXPLANATION:
Commissioner Thomas K. Arnold has resigned effective February 12, 2013. Mr. Arnold has
served approximately one year and nine months.
Other members ofthe Planning Commission are: Arthur Neil Black, Victoria Scully, Stephen
"Hap" L'Heureux, Marty Montgomery, Michael Schumacher and Kerry Siekmann.
One appointment to the Planning Commission is therefore required.
NOTE: Members of the Planning Commission are subject to the provisions of the
Political Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

Dear Mayor Hall
Thank you so much for the opportunity to serve the city of Carlsbad as a member ofthe Planning Commission.
Regrettably I must resign from the commission, effective immediately, due to a new job with the UT San Diego
newspaper, as editorial editor for North County. This represents an obvious conflict of interest and so I must
step down.
I appreciate the appointment in May 2011 and wish you the best.
