RECOMMENDED ACTION:
Adopt Resolution No. 2013-045 , accepting donations of two thousand dollars ($2,000) in support of
the Opportunity Grant Program and one thousand dollars ($1,000) in support ofthe Parks & Recreation
Department, and direct the finance director to appropriate the received funds.
ITEM EXPLANATION:
In an effort to show their appreciation and gratitude to the Parks & Recreation Department, Carlsbad
Lightning Soccer Club has once again offered two generous donations to help serve the community. As
part of their fundraising efforts through their annual soccer tournaments, Lightning Soccer has provided a
donation totaling $3,000 in support ofthe Opportunity Grant Scholarship Program and Parks 8i
Recreation Department.
The Opportunity Grant Scholarship Program provides financial assistance to children from low income
families who could not otherwise afford to participate in recreation programs. $2,000 ofthe above
mentioned donation is to be used to allow children to participate in camps, classes, aquatics programs,
and other activities offered by the Parks & Recreation Department.
The remaining $1,000 ofthe donation is to be used to assist the Parks Department in the rehabilitation of
plant material throughout the department's community parks.
On Monday, January 28, 2013, the Park and Recreation Commission recommended that this donation for
$3,000 be accepted by the City Council.
The Parks 8i Recreation Department and the City of Carlsbad wish to thank Carlsbad Lightning Soccer Club
for their continued support.
FISCAL IMPACT:
$2,000 of total donation has been deposited in to the Opportunity Grant Fund, and $1,000 has been
deposited into the Parks Maintenance Contribution Revenue Account. The donation helps to supplement
the Parks & Recreation Department's operating budget and ensure the efficient and sustainable use of
General Fund resources.

ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

WHEREAS, Carlsbad Lightning Soccer Club has provided a donation to the City of
Carlsbad totaling $3,000; and
WHEREAS, the funds received through the donation by Carlsbad Lightning Soccer Club
will support the Opportunity Grant Scholarship Program and Parks Maintenance Contribution
