CED AND APPROPRIATION OF FUNDS DEPT. DIRECTOR CITY ATTORNEY ^g" CITY MANAGER fc. RECOMMENDED ACTION: That the City Council ADOPT Resolution No. 2013-050 . APPROVING three grant requests from CB Ranch Enterprises a subsidiary of Carltas Company, and City administrative charges for a total of $25,850 to provide aid to the flower growing operations of the Flower Fields at Carlsbad Ranch, and AUTHORIZING the appropriation of Flower Field grant funds. ITEM EXPLANATION: On June 30, 1997, the city entered into an agreement with the California Coastal Conservancy to administer grants supporting floriculture research for the preservation of the "Flower Fields" located on Carlsbad Ranch. On August 29, 1997, the City received a $935,000 grant from the Conservancy and deposited it into an interest accruing special revenue account. The agreement with the Conservancy stipulates which research projects may be funded. These include "species vitality, multiple cropping opportunities, soil variables and conditions, climate, seed promulgation, and marketing analysis." The agreement also stipulates that the amount of funds disbursed be limited to the amount of accrued interest to date not previously expended or encumbered. At this time, the amount of accrued interest in the account is approximately $29,380. The City approved previous Flower Field grant requests on January 4, 2000, May 8, 2001, December 16, 2003, September 28, 2004, December 20, 2005, February 2, 2007, February 26, 2008, March 10, 2009, April 27, 2010 and April 26, 2011. The aggregate costs that CB Ranch incurred during 2011-12 ($49,956) exceeds the funds available for grants. CB Ranch is requesting funding for 47 percent of the total costs for a total of $23,500 with the balance of costs to be borne by the Flower Fields. The current request is for $23,500, plus 10 percent ($2,350) for administration costs totaling $25,850. The requested grants are for three major research projects undertaken in 2011-12. The projects and the corresponding grant requests are outlined in the table on the next page. The grants request has been reviewed and found consistent with the objectives of the Coastal Conservancy/City of Carlsbad agreement regarding the Flower Field funds. Project budgets were reviewed and found to be reasonable for equipment, supplies, services performed, etc. The City maintains financial accounts relating to the projects. Unfortunately, the manufacturer of the material has chosen to move the product from the US market place. • Trials were repeated in the 2011-12 crop year, with next best alternatives focusing on not only application methodology and fumigant combinations, but also on long term look at what the ramifications may be after multiple years' usage. • As a multi-year trial, continue the evaluation over the next two years. $9,796.21 New Planting Footprint • New planting footprint for increased yields to offset critical costs. • The objective is to reduce the amount of non-planted area within the existing footprint of the Flower Fields. • Potential increase in yield per acre is between 15 - 20% $9,104.37 City Administration Fee • 10% of the grant request for city's administration of the Flower Field fund and related grant requests. $2,350 TOTAL REQUEST: $25,850 FISCAL IMPACT: CB Ranch Enterprises, a subsidiary of Carltas Company, is requesting $23,500 from the Flower Fields fund. Given the interest accrual of the Flower Fields fund at this time (approximately $29,379), there are sufficient funds to cover the combined grant requests ($23,500) as well as City of Carlsbad administrative costs (10 percent of grant, or $2,350) for a total of $25,850. ENVIRONMENTAL IMPACT: The requested grants are for projects, which are exempt from environmental review pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA), which exempts projects that consist of the "operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time ofthe lead agency's determination." Year one of the trial went well with several alternatives demonstrating "acceptable" results yet cleariy identifying that one of the biggest limitations was weed control. As a multi-year trial we intend to continue the evaluation over the next 2 years. 3. New planting footprint for Increased yields (1 Acre) Each year the costs of our critical Inputs (water, fumiganls, labor) escalates however cut flower production pricing reflects the internattonai maricet and increasing costs are difficult to reflect in wholesate pricing. One strategy to offset these costs, Is to Increase the overall yield per acre so that the cost structure on a per unit basis can be maintained. Our objective was to reduce the amount of non- planted area within the existing footprint of the Ftower FieWs. Planting beds were enlarged and the distance between beds reduced mathematically indteating a potential increase in yield per acre between 15-20%. During the summer and fall of 2011 a seeding machine was built to accommodate the new field design and allow for validation of the theory. Plantings went out in December of 2011 focusing on seed density and spacing. Results from these trials were very positive and as a result the 2012-13 crop was planted under the new format. As in the past, the support from this grant is an important element in our efforts to maintain the unique monoculture of the flower FieWs whteh gives Carlsbad a distinctive destination- without the support our ability to take the risks Inherent in these trials wouW be very constrained, and the benefits realized from past efforts may not have been achieved.
