NOTICE OF COMPLETION OF CONTRACT FOR
CONSTRUCTION OF THE OFF-SITE WETLAND
MITIGATION RESTORATION FOR RANCHO
SANTA FE ROAD NORTH, PROJECT NO. 3907 CITY MANAGER
RECOMMENDED ACTION:
Adopt Resolution No. 2013-057 accepting the contract for construction of the Off-site Wetland
Mitigation Restoration for Rancho Santa Fe Road North, Project No. 3907 as complete, and directing
the City Clerk to record a Notice of Completion and release bonds in accordance with State Law and
City Ordinances.
ITEM EXPLANATION:
On May 20, 2008, the City of Carisbad awarded a contract to Sierra Pacific West, Inc. in the amount
of $1,598,000 for the construction of the Off-site Wetland Mitigation Restoration for Rancho Santa Fe
Road North, Project No. 3907.
Sierra Pacific West, Inc. completed the contract on December 7, 2012. City staff has inspected the
work and found it to be satisfactory. Staff recommends acceptance of the improvements by the City
Council.

ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion is a ministerial process and is exempt from the requirements
of the California Environmental Quality Act (CEQA) pursuant to Carisbad Municipal Code Section
19.040.070 A.1.a.

WHEREAS, the construction of the Off-site Wetland Mitigation Restoration for Rancho
Santa Fe Road North, Project No. 3907, has been completed to the City's satisfaction by Sierra
Pacific West, Inc. on December 7, 2012; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad,
California, as follows:

North, specifically identified as Project No. 3907 is deemed complete and is hereby accepted by
