RECOMMENDED ACTION:
To receive a presentafion from Senior Vice President Peter McLaggan of Poseidon Resources
regarding the Carlsbad Desalination project.
ITEM EXPLANATION:
Mr. McLaggain will give an update on the current and future activities relafing to the
construcfion of the Carlsbad Desalinafion project.

Maintain Access and Minimize Disruption
Management Plans are being developed to maintain
access and minimize disruption for local residents:
Implement City approved traffic control plan to
streamline traffic patterns, maintain flow, and minimize delays
Tunnel under Interstate 5
Maintain business access
Manage schedule minimize impacts
Ensure access to emergency personnel and first
responders, including paramedics, fire, police, and
utilities.

City of Carlsbad Oversight
Construction Oversight by the City of
Carlsbad:
–Review and approval of construction plans and
provide comments
–Approve encroachment permits prior to start of
construction
–Approve traffic control plan
–Approve of work hours
–Inspect construction and restoration for compliance
with approved plans, permit and code
requirements
Construction Outreach Plan
Comprehensive Outreach Plan in place for the 35 month
construction period of the plant and pipeline. Plan includes, but not limited to:
Construction website and e-mail
24-hour construction toll-free hotline
Construction notices mailed 2 weeks prior to any work to
residents and businesses within 0.5 mile of plant and pipeline
route
Briefings to local community groups
Door-to-door visits with residents and businesses
“Open During Construction” Signs for Business Along Route
Monthly City Council Updates
Ongoing coordination with City Staff
Project signage at plant and along route

Locally-controlled, high-quality, drought-proof water
supply
56,000 acre-feet per year purchased by Water Authority
2,500 acre-feet year acquired by Carlsbad Municipal
Water District
Key element of Water Authority and Carlsbad’s supply
diversification strategies
Project will serve approximately
7% of Water Authority water needs
15% of Carlsbad Municipal Water District needs
