HR ESTABLISHING NEW MANAGEMENT CLASSIFICATIONS, DELETING EXISTING CLASSIFICATIONS AND AMENDING THE MANAGEMENT SALARY STRUCTURE AND CONFLICT OF INTEREST CODE CITY MGR. ^^ff RECOMMENDED ACTION: Adopt Resolution No 2013-063 establishing the new management classifications of Administrative Services Director, Public Works Director and Assistant to the City Manager, deleting the classifications of Deputy City Manager and Utilities Director, and amending the Management Salary Structure and Conflict of Interest Code to reflect these changes. ITEM EXPLANATION: It is the City Manager's desire to implement changes to the organizational structure that will increase efficiency utilizing fewer resources while continuing to service the changing needs ofthe community. Several new management classifications have been created and it is anticipated that other job classifications will need to be changed in the future to reflect additional changes in job duties. At this point the following changes to the City's management classification structure are submitted for City Council's consideration and approval. Establish new job classification of Administrative Services Director In order to redistribute the workload within the City Manager's office and to more accurately reflect the expanded level of responsibility associated with overseeing the consolidated efforts ofthe Finance, Human Resources and Information Technology divisions, staff is recommending the approval ofthe new job classification of Administrative Services Director. This single incumbent position will serve on the City Manager's Leadership Team and be responsible for the development of city-wide policies, goals, objectives and priorities. The proposed job classification description is attached as Attachment 1 This new position will be placed into the Management Salary Structure at a salary grade 8 and will be considered a management "at-will" position. Establish new job classification of Public Works Director The establishment of a Public Works Director classification also reflects a desire to redistribute the workload among classifications that report to the City Manager and to consolidate the oversight ofthe Transportation, Utilities and Property and Environmental Management divisions. To this end, staff is recommending the approval of the new job classification of Public Works Director. This single incumbent position will also serve on the City Manager's Leadership Team and be responsible for the development of city-wide policies, goals, objectives and priorities. The proposed job classification description is attached as Attachment 1. This new position will be placed into the Management Salary Structure at a salary grade 8 and will be considered a management "at-will" position. Job duties for this position will include: providing administrative staff assistance to the City Manager and the Leadership team; conducting a variety of complex studies on City-wide work methods, operating policies and procedures; developing recommendations on methods, procedures and improvement of services; serving as liaison with departments on administrative priorities and special projects; and supervising staff within the City Manager's office. This position will continue to report to the City Manager and the proposed job classification description is attached as Attachment 1. This new position will be placed into the Management Salary Structure at a salary grade 5 and will be considered a management "at-will" position. Eliminate the job classifications of Deputy City Manager and Utilities Director This staff recommendation includes the elimination of the positions of Deputy City Manager and Utilities Director at salary grades 8 and 7 respectively. This action will consolidate departments within the Administrative Services and Public Works major service areas and reduce the number of staff assigned to the City Manager's Leadership Team. FISCAL IMPACT: The elimination of two positions will result in annual savings of approximately $435,000. These savings will be partially offset by additional ongoing costs of approximately $52,000, associated with the new classifications listed above. The total savings in the Fiscal Year 2013-14 budget will be approximately $383,000. ENVIRONMENTAL IMPACT: This amendment is statutorily exempt from the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378) and no environmental review is required. EXHIBITS: 1.
