RECOMMENDED ACTION:
Adopt Resolution No. 2013-065 . accepting in-kind donations of building materials totaling
two thousand, four hundred thirty-three dollars ($2,433) in support of Eagle Scout projects on
Citywide Trails.
ITEM EXPLANATION:
Parks and Recreation programs support and encourage a healthy active lifestyle. An expanded
trails system and access to open space further supports this endeavor and is an integral part of
the city. Community service groups, including scout troops, are encouraged to volunteer on the
city's trails and are a vital component of the city's trails program. Recently, two trail projects
were completed by life scouts and their troops. The scouts responsible for the trail
improvements are being recognized for their exemplary contritiutions to the city's trails system.
Eagle Scout Candidate Steven Cook- Troop 716- Hosp Grove Park Kiosk and Trail Markers.
Eagle Scout candidate Steven Cook worked diligently during the late summer and fall of 2012
building and installing a new informational kiosk at the trailhead located at the Jefferson Avenue
parking lot. This kiosk will provide information to visitors of the park about the trails, and trail
volunteer opportunities. Steven also installed new trail markers for better finding one's way on
the trails in the Grove, particularly for trails east of Monroe Street. These welcome additions to
Hosp Grove are the result of over 250 volunteer hours. Steven also fundraised to purchase the
materials for his project, resulting in donations of approximately $876 for the trailside
improvements.
Eagle Scout Candidate Liam Gannon- Troop 750- Lake Calavera Preserve Picnic Overlook.
Eagle Scout candidate Liam Gannon's project was the construction of a picnic area at the Lake
Calavera Preserve. The picnic pad is located off of the South Shore Trail and overlooks the
lake, providing a beautiful setting for rest and relaxation at the preserve. Liam fundraised to
purchase the materials for his project and contributed $1,557 for the purchase of a recycled
plastic picnic table, as well as for construction of a pad for the new table. Approximately 268
hours of volunteer service with his troop were logged to complete the project.
On March 18, 2013 the Parks and Recreation Commission accepted the in-kind donations,
which are now being recommended for acceptance by the City Council.

FISCAL IMPACT:
Donations of materials to construct these trail improvements off sets the actual costs to the
general fund for trail construction in the amount of two thousand, four hundred thirty-three
dollars $2,433.
ENVIRONMENTAL IMPACT:
The minor trail improvements performed are exempt from the California Environmental Quality
Act (CEQA) pursuant to CEQA Guidelines Section 15301(c). This section exempts trail repair
and maintenance activities that involve negligible or no expansion of the existing use as such
activities do not have a significant environmental effect.

WHEREAS, the City Council wishes to accept the in-kind donations from Eagle
Scout candidates Steven Cook, Troop 716, and Liam Gannon, Troop 750, in support of
the Citywide Trails Program; and
WHEREAS, the City Council wishes to acknowledge the support and dedication
ofthe volunteers that assisted in the completion ofthe candidate's projects; and
WHEREAS, on March 18, 2013 the Parks & Recreation Commission received an
in-kind donation from the candidates, totaling two thousand, four hundred thirty-three
dollars ($2,433), and recommended its acceptance by the City Council;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California as follows:
18 2. That the City Council does hereby accept the in-kind donation of two
