FIR/POL ACCEPTING AND APPROPRIATING FEDERAL GRANT FUNDS FOR EMERGENCY PREPAREDNESS CITY MGR. TP RECOMMENDED ACTION: Adopt Resolution No 2013-067 accepting and appropriating State Homeland Security Grant (SHSG) funds for emergency preparedness and executing all necessary forms ITEM EXPLANATION: On October 23, 2012, Council adopted Resolution No. 2012-234 authorizing the City Manager or designee to apply for State Homeland Security Grant funds for Carlsbad Fire and Police Departments for emergency preparedness. San Diego County, which administers the SHSG Program for the region, has been awarded FY 2012 SHSG funds (Exhibit 1). The grant funds allocated to the City of Carlsbad are $50,339. Planned expenditures include: Department Allocation Project Category Description Fire $25,170 Interoperable Communications Radios Law Enforcement $25,169 Interoperable Communications Radios Total $50,339 The enhancements these expenditures produce increase City of Carlsbad incident response capabilities while promoting regional mutual aid and interoperability. Equipment is first purchased and paid for by the City. Paid invoices for SHSG-related purchases are then sent to the San Diego County Office of Emergency Services for full reimbursement to the City. Planning costs are similarly expended and reimbursed. The Fire Department will be administering the FY 2012 grant allocation to the City. There are no appreciable on-going costs associated with these purchases. SHSG is a reimbursement grant and all grant- related expenditures are 100% reimbursable. Staff is requesting Council appropriate the $50,339 grant award to the Fire Department's budget for the planned expenditures. The City will be reimbursed by periodic grant reimbursements. All grant reimbursements are anticipated to be completed before the close of FY 2012-2013. ENVIRONMENTAL IMPACT: Pursuant to Public Resources code section 21065 and CEQA Guidelines section 15738, this grant application does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. That Council authonzes the receipt of grant funds. 24 4. The Finance Director is authorized to appropriate funds totaling $50,339 to the Fire Department's budget. 1. The above recitations are true and correct. 2. The SHSGP grant funds require no matching funds. Since all grant-related purchases and planning costs are 100% reimbursable, the City shall incur no costs. 5. December ] I, 2012 SUBJECT: NOTIFICATION OF PROJECT AWARD Fiscal Year (FY) 2012 Homeland Security Grant Program (HSGP) Grant #20I2-SS-00213, Cal-EMA 1D# 073-00000 JURISDICTIONAL GRANT EXPENDITURE PERIOD: 12/4/2012 ~ 12/31/2013 Dear Homeland Security Grant Partners, This letter is to notify you that San Diego County Office of Emergency Services (OES) has received approval from Cal-EMA for the FY2012 Homeland Security Grant Program (HSGP). Please refer to the attached document, FY2012 SHSGP Approved Spending Plan for your jurisdiction's allocation ofthe FY2012 HSGP fuuds. As of the County Board of Supervisors grant acceptance date (12/04/2012), you may request reimbursement for eligible grant expenditures that are in the FY 12 SHSGP workbook. The milestone deadline is June 1,2013 to have fifty percent of your jurisdiction's grant funds expended. Jurisdictions have until May 15,2013, to complete fmal expenditures under the milestone amount (across any categor>' - planning, organization, training, exercise, or equipment) and have full documentatton and claims to OES. The deadline for extension requests is also May 15,2013. The final date to expend FY12 HSGP grant funds is November 30,2013. Jurisdictions must have all reimbursement documentation to OES by December 31,2013, OES will be monitoring expenditures closely and reallocating funds that cannot be spent by this deadline. Please submit your claims in a timely manner so the funds can be expended as quickly as possible. Additionally, items may not be spent for Project Q at this time; please refer to paragraph three of Cal-EMA's '^Notification of Sub-grantee Award Approvaf - for infonnation on purchases requiring further approval from Cal- EMA. Funds awarded underthis allocation will be subject to the requirements described in the FY 2012 HSGP Guidance and Application Kit.
