CM CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2013-073 appointing a qualified candidate and registered voter of Carlsbad to the office of City Treasurer to fill a term expiring in November, 2014. ITEM EXPLANATION: A vacancy in the office of City Treasurer was created by the resignation of Jim Comstock effective January 30, 2013. The term of that office was due to expire in November 2014. In accordance with state law and Carlsbad Municipal Code Section 2.08.022, qualified candidates must meet the following minimum qualifications: • Must be at least 18 years of age, reside within the corporate limits of the City of Carlsbad, and be registered to vote in the City of Carlsbad at the time the application is issued; and, • Possess a four year college degree in finance or business related field and four years of financial work experience. Qualifications ofthe candidates have been reviewed and verified by staff. In addition, a sub-committee appointed by Council has interviewed applicants. The finalists selected by the sub-committee were invited to provide a five minute presentation of their qualifications to the City Council at their meeting of March 19, 2013. In accordance with local and state law, the City Council must either appoint a successor to fill the unexpired term or call for a special election within 60 days after the commencement ofthe vacancy (Carlsbad Municipal Code Section 2.04.030 and California Government Code Section 36512). The person appointed by the City Council to fill the vacancy will serve the remainder of the term of the former City Treasurer, until a successor is certified to take office. ENVIRONMENTAL IMPACT: The requested action is not a "project" within the definition of California Code of Regulations, Title 14, Chapter 3, Section 15378(a) since the action has no potential for resulting in either a direct change in the environment or a reasonably foreseeable indirect change in the environment.
