DEPT. 21.181 4/?./n TRAN INTRODUCE ORDINANCE TO ESTABLISH ALL- WAY STOP CONTROL ON LAS FLORES DRIVE AT PIO PICO DRIVE DEPT.DIRECTOR CITY ATTY. CITY MGR. RECOMMENDED ACTION: Introduce Ordinance No. CS-210 to require stops on Las Flores Drive at its intersection with Pio Pico Drive. ITEM EXPLANATION: The subject intersection serves the local neighborhood in the northwest quadrant of the city and is adjacent to Buena Vista Elementary School (see Exhibit 1) as well as the 1-5 freeway. During the time periods when school begins and when school ends, this intersection can be congested with school age pedestrians, bicyclists and vehicles. Various events at the schoors ball field can also result in congestion. Both Las Flores Drive and Pio Pico Drive are unclassified in the Circulation Element ofthe General Plan but function as residential collector streets. Traffic control on Las Flores Drive is provided by a traffic signal at Jefferson Street. Staff conducted turning movement counts at the subject intersection before and after school and determined that there is significant pedestrian activity across Las Flores Drive, which is currently uncontrolled at Pio Pico Drive. Section 2B.07 of the California Manual on Uniform Traffic Control Devices (MUTCD) recommends consideration of ALL-WAY STOP control when there is a "need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes." Previously, the city has installed ALL-WAY STOP control at other intersections in the vicinity of schools, including the streets adjacent to Pacific Rim Elementary School, Olivenhain Pioneer Elementary School, La Costa Canyon High School, Carisbad High School and El Camino Creek Elementary School. Staff also conducted a sight distance analysis at the subject intersection. Based on the posted 30 mph speed limit on Las Flores Drive, which requires a minimum stopping sight distance of 200 feet, staff found that sight distance from the north leg and south leg of the intersection does not meet the minimum requirements. The California MUTCD recommends consideration of ALL-WAY STOP control at locations "where a road user, after stopping, cannot see conflicting traffic and is not able to reasonably safely negotiate the intersection unless conflicting cross traffic is also required to stop." Based on these findings, the Traffic Safety Commission unanimously supported staff's recommendation to establish ALL-WAY STOP control on Las Flores Drive at its intersection with Pio Pico Drive. FISCAL IMPACT: The installation ofthe two STOP signs, STOP pavement legends, limits lines and STOP AHEAD signs will cost approximately $2,500. Sufficient funds are available in the Streets Division budget. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CECJA) per State CECIA Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion.
