TRAN AUTHORIZATION TO APPROPRIATE FUNDS FOR GRANTS FROM SANDAG'S ACTIVE TRANSPORTATION CAPITAL AND NON-CAPITAL GRANT PROGRAM DEPT.DIRECTOR Q^;^ CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2013-080 . accepting the grants and authorizing the Administrative Services Director to appropriate funds. ITEM EXPLANATION: The City of Carlsbad successfully received four San Diego Association of Governments Active Transportation Grants (SANDAG) in October 2012. Authorization from SANDAG was executed in Spring of 2013. Staff is requesting that City Council accept the grants and authorize the Administrative Services Director to appropriate funds for three of the grants as described in the Fiscal impact Section below and as outlined in the table on the foiiowing page. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. FISCAL IMPACT: All the grants are reimbursement grants and all grant related expenditures, excluding city match cash and city match in-kind services, are 100% reimbursable. Staff requests City Council authorize the Administrative Services Director to appropriate funds to three grants related to the Carlsbad Active Transportation Strategies Plan, Active Village Campaign, and Bike the Village: Bike Racks and Corrals grants identified on the next page. The Roundabout/Trail grant and matching funds will be brought forward during the FY 13/14 Capital Improvement Program. Appropriation of the grant funds allows the projects to be completed as described in the agenda bill on Juiy 10, 2012 and executed with SANDAG. This project is already identified in the Capital Improvement Projects list and will be updated in June 2013 with the annual budget submittal. It will require a fiscal action by the City Council at that time for the city-match to complete the project. Gas Tax funds are proposed for the city match. Sufficient Gas Tax funds are available to fund this request. 2. The $100,000 city match will be funded with departmental contingency. 3. Resolution No. 2013-08Q accepting the grants and authorizing the Administrative Services Director to appropriate funds. 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2013-080 1 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, ACCEPTING THE GRANTS AND AUTHORIZING THE ADMINISTRATIVE SERVICES DIRECTOR 4 TO APPROPRIATE FUNDS. 5 6 WHEREAS, $8.8 million of Transportation Development Act/TransNet funding for capital and non-capital active transportation projects was available to local jurisdictions and the County of 8 San Diego from Fiscal Year 2011-2012; and 9 WHEREAS, City of Carlsbad was awarded four grants; $800,000 grant allocation with $450,000 city cash match for Carlsbad Boulevard/State Street Roundabout and a road diet to repurpose the existing right-of-way to include a Trail, Bike Lanes, and Sidewalk across Buena ''2 Vista Lagoon as part of the Coastal Rail Trail Reach 1, $150,000 grant allocation with $100,000 city cash match for Carlsbad Active Transportation Strategies: Implementing Livable Streets for Active Transportation, $33,000 grant allocation with $10,000 in-kind personnel time match for Bike the Village: Bike Racks and Corrals, and $271,211 grant allocation with $25,000 in-kind personnel time match for Active Village Campaign; NOW, THEREFORE, BE IT RESOLVED by City Council of the City of Carlsbad, California, as follows that: 1. The above recitations are true and correct. 2. That Council accepts and authorizes the receipt of grant funds. 3.
