TRAN NOTICE OF COMPLETION OF CONTRACT FOR CONSTRUCTION OF THE NORTH BATIQUITOS LIFT STATION FORCE MAIN EMERGENCY REPAIR, PROJECT NO. 1007-1 CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2013-084 accepting the contract for construction of the North Batiquitos Lift Station Force Main Emergency Repair, Project No. 1007-1 as complete, and directing the City Clerk to record a Notice of Completion and release bonds in accordance with State Law and City Ordinances. ITEM EXPLANATION: On October 7, 2012, a sewer line was discovered leaking at the North Batiquitos Sewer Lift Station. Upon discovering the leak, the sewage pumps at the lift station were shut off and the sewage flow entering the lift station was captured with the use of tanker trucks that hauled the wastewater to the Encina Water Pollution Control Facility. By the evening of October 8^ a temporary above-ground bypass pipeline had been installed and was placed into operation; ending the tanker truck operation. Approximately 1.1-million gallons of sewage was trucked offsite during this operation. On November 7, 2012, the city entered into a Public Works Contract with Piperin Corporation to provide permanent repairs to the sewer force main and locate the failed pipe section. The repairs included the installation of an above-grade force main manifold system which provides operational advantages for both emergency and maintenance applications. The new system allows for the diversion of flow into either of the two existing downstream force main alignments and provides connection ports for bypass pump connections. The existing on-site buried ductile iron pipe (DIP) was abandoned and replaced with the new above grade force main manifold. Piperin Corporation completed the contract work on November 21, 2012. City staff has inspected the work and found it to be satisfactory. Staff recommends acceptance of the improvements by the City Council. The City Manager declared a local emergency on October 9, 2012 and the declaration was ratified by Council on October 23, 2012 by Resolution No. 2012-236. The declaration of local emergency to repair the North Batiquitos Sewer Force Main was terminated on November 27, 2012 with the adoption of Resolution No. 2012-258. On October 12, 2012, the City Planner issued an emergency Coastal Development Permit (CDP 12- 22) to allow repairs to the sewer line at the North Batiquitos lift station. On January 30, 2013 the City Planning Commission approved a Post Emergency Coastal Development Permit (CDP 12-25) forthe repairs done on the force main along with a Habitat Management Plan Permit (HMP 13-01) to allow temporary and permanent impacts to sensitive habitat for the force main repair. The issuance of the Post Emergency CDP 12-25 for the sewer repair work, as required by the emergency CDP, is exempt from CEQA per CEQA Guidelines Section 15302(c) - replacement or reconstruction of an existing utility system on the same site involving negligible or no expansion of capacity. The City Planner filed a Notice of Exemption for the project. FISCAL IMPACT: The following table provides a summary of the total project cost.
