QGX-^ RECOMMENDED ACTION: Introduce Ordinance No. CS-213 to decrease the existing 35 mile per hour speed limit upon Chestnut Avenue from Pio Pico Drive to El Camino Real to 30 miles per hour. ITEM EXPLANATION: Currently, this portion of Chestnut Avenue is posted at 35 miles per hour. Staff recently installed bicycle lanes on Chestnut Avenue between Monroe Street and Celinda Drive. This bicycle lane was intended to establish a bicycle corridor between Carlsbad High School and El Camino Real as well as reduce vehicle speeds on Chestnut Avenue by narrowing the travel lanes. The California Manual on Uniform Traffic Control Devices recommends that speed limits should be re-evaluated after roadways have undergone a significant change in roadway characteristics. On March 6, 2013, a new speed survey was conducted that resulted in a critical speed determination of 33 miles per hour. Based on the requirements found in the California Vehicle Code and the California Manual on Uniform Traffic Control Devices, a posted speed limit was determined to be appropriate. The narrowing of the travel lanes and installation of the bicycle lanes on Chestnut Avenue was found to be successful in reduced vehicle speeds. At their meeting on April 1, 2013, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to revise the speed limit upon the Chestnut Avenue from Pio Pico Drive to El Camino Real. The Traffic Safety Commission recommended, by a 3-0 vote, that the existing 35 mile per hour speed limit on the subject portion of Chestnut Avenue be reduced to 30 miles per hour. FISCAL IMPACT: The replacement of six (6) speed limit signs will cost approximately $1,200. available in the Streets Division budget. Sufficient funds are ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion.
