RECOMMENDED ACTION:
Adopt Resolution No. 2013-093 accepting the funding recommendations by the
Community Activity Grants Citizen Review Committee and disbursement of funds to the
identified organizations on a reimbursement basis only.
ITEM EXPLANATION:
Under the guidelines established in Council Policy No. 51, a seven-member Citizen Review
Committee was appointed by the City Council to review the FY 2012-13 Community Activity
Grant applications and formulate funding recommendations to the City Council. These
guidelines specify that a citizen review panel be assembled consisting of the following
community members: one representative from each quadrant of the City, one Senior
Commission member, one Library Board of Trustees member, and one Parks & Recreation
Commission member.
The grant applications were due to the Housing & Neighborhood Services Department by
October 28, 2011. Through the annual budget process, a total of $28,000 was made available
to the community for enrichment programs, and a total of six (6) grant applications were
received by the City with funding requests totaling approximately $51,700. The Citizen Review
Committee met during the months of February and March, reviewed the individual grant
applications and considered each on its own merits. All grant applications were evaluated by
the Committee based on the level of enrichment provided to residents or enhancement to
neighborhoods, organizational experience and expertise, and scope or extent of the projects
offered to the community. As a result of careful review and evaluation, the Citizen Review
Committee elected to recommend a total of $21,900 in funding for five (5) of the six (6)
organization requests. Although there is no specific evaluation criteria within City Council Policy
No. 51, the Committee used its discretion to make funding recommendations that it felt best met
the intent of the Community Activity Grant program to enrich or enhance the community.
Funding recommendations from the Citizen Review Committee can be modified and final grant
awards are ultimately at the discretion of the City Council.
Exhibit 2 summarizes the grant requests and the Committee's recommendations for funding.

FISCAL IMPACT:
The FY 2012-13 operating budget contains an appropriation of $28,000 for Community Activity
Grants. No further appropriation is required, and there is no additional fiscal impact. The
balance of $6,100 will remain in the fund, and made available in the future to fund other
Community Activity projects.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

the associated funding amounts, as set forth in Exhibit 2 and attached for reference purposes.

Notes:
1. Assistance League received 3 years of funding and then tool< a 2 year break as required by the policy before requesting a 4**^
year of funding. If funding is approved as noted, the organization will reach its 5 year limit this year and will be ineligible for
any additional Community Activities Funding in future years.
2. Although it is a very worthy program, the Committee did not recommend funding for the "HeadNorth" program because it
did not appear to clearly meet the intent of the Carlsbad community benefit criteria for the funding, or even a north county
benefit; it seemed to have a much larger and more regional program benefit.
3. The funding amounts recommended by the Committee were decided on a case-by-case basis, after consideration of the
benefits, need, funding leverage by other sources, etc. and then much discussion by the Committee.
