RECOMMENDED ACTION: Adopt Resolution No. 2013-113 establishing new job classifications in the Information Technology Department. ITEM EXPLANATION: The Information Technology Department has completed a strategic staffing plan resulting in a recommendation to adopt the Business Intelligence job family. Business intelligence architecture is a framework for organizing the data, information management and technology components that are used to build business intelligence (Bl) systems for reporting and data analytics. The data components of a Bl architecture include the data sources that city leaders and other end users need to access and analyze to develop and meet their business requirements. Information management architectural components are used to transform raw transaction data into a consistent and coherent set of information that is suitable for Bl uses. The job family will be comprised of a Business Intelligence Analyst, Attachment 1, and a Business Intelligence Architect, Attachment A. Staff proposes that the Business Intelligence Analyst classification be leveled at salary grade 84 on the General Employees' Salary Schedule, Attachment B and that the Business Intelligence Architect classification be leveled at salary grade 6 of the Management Salary Schedule, Attachment C. The addition of this unique, highly skilled job family will support the city's current and future business initiatives. Business Intelligence professionals develop data information, qualify metrics, standards, policies and procedures and coach and train customers in the use of Bl tools which enhance business decision-making capability. As a result of these changes, there is no fiscal impact. • The Information Technology Department does not plan to move forward in staffing a Business Intelligence Analyst until further funding is determined. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, these amendments do not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. The Business Intelligence Analyst is a full professional leveled role. This position provides data warehouse architectural design, development and support in multi-platform environments, works on multiple projects as a team member and may lead projects of moderate complexity and may supervise less experienced staff. Business Intelligence Architect is an expert/lead technical role that provides technical expertise and direction for the development of complex enterprise-wide business intelligence and decision support systems solutions; works on multiple projects as a project leader or sometimes as a business subject matter expert; works on highly complex projects that require in-depth knowledge across multiple technical areas and business segments. Supervises assigned staff, coaches and mentors more junior technical staff. Duties and Responsibilities: Business Intelligence Analyst Leads business analysis tasks and coordinates with IT (project manager, business analysts) and stakeholders for the full business cycle of related projects. Gathers and assesses business information needs and prepares system requirements. Performs analyses, develops and evaluates of data mining in a data warehouse environment to include data design, database architecture, metadata and repository creation. Uses data mining and data analysis tools. Reviews and validates data loaded into the data warehouse for accuracy. Interacts with user community to produce reporting requirements. Provides technical consulting to users of the various data warehouses and advises users on conflicts and inappropriate data usage. Provides prototyping solutions, prepares test scripts, and conducts tests and for data replication, extraction, loading, cleansing, and data modeling for data warehouses.
