ITEM EXPLANATION:
On December 12, 2012, City Council considered adoption of the Master Plan Amendment for the
Robertson Ranch West Village Master Plan. During public comment, Ms. Jill Agosti requested assistance
from the city to install an ALL-WAY STOP at the intersection of Glasgow Drive and Edinburgh Drive.
Although the City Council was supportive of this request, the City Attorney recommended that this
request be addressed by the Traffic Safety Commission. The City Council approved the Master Plan
Amendment for the Robertson Ranch West Village Project with the provision that the developer
(Shapell Homes) would fund any future STOP signs at the intersection of Glasgow Drive and Edinburgh
Drive, if determined appropriate by the City Council after consideration and recommendation by the
Traffic Safety Commission.
The subject intersection serves adjacent residential neighborhoods in the north portion ofthe city (see
Exhibit 1). Edinburgh Drive and Glasgow Drive are unclassified in the Circulation Element ofthe General
Plan, but function as local collector streets. Both streets are fully improved and feature curb, gutter,
sidewalk and streetlights on both sides of the street. Both streets have a curb-to-curb width of 40 feet
with a single travel lane in each direction.
On May 6, 2013, staff presented to the Traffic Safety Commission the recommendation to install an ALL-
WAY STOP at the intersection of Glasgow Drive and Edinburgh Drive. As part of the recommendation,
staff presented the findings of the engineering study, which included traffic volume counts, accident
history and a sight distance evaluation. The recommendation for an ALL-WAY STOP at the subject
intersection is supported by the California Manual on Uniform Traffic Control Devices, which allows
consideration of an ALL-WAY STOP at "an intersection of two residential neighborhood collector
(through) streets of similar design and operating characteristics where multiway stop control would
improve traffic operational characteristics of the intersection." The Traffic Safety Commission
unanimously supported staffs recommendation to establish ALL-WAY STOP control at Glasgow Drive
and Edinburgh Drive.

FISCAL IMPACT:
Shapell Homes, owner/developer ofthe Robertson Ranch West Village will be responsible for the cost
of installing two STOP signs, STOP pavement legends, limits lines, painted crosswalks and STOP AHEAD
signs.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

Dear Members of the Traffic Safety Commission,
• I'm very happy to see the subject intersection as an agenda item on the May 6,2013 Traffic
Safety Commission Meeting. Our first formal attempt to improve the safety of this intersection
began two years ago, June 2011.
• The City Council unanimously embraced an all way stop at this intersection at the December,
2012 Meeting/Hearing. But, they were advised that the Traffic Safety Commission is the body
for formal approval. Bryan Jones attended that meeting.
• Attached is communication and testimonials from residents of the neighborhood. One resident
describes the traffic at the intersection as, has actually become a sport to sit on our bench by
the front door and watch the number ofpeople who either run the stop sign, or just slow down
before continuing on their way. Of course, a very bizarre sport!"

We have lived in The Colony since 1989 and have observed numerous near
misses at the corner of Edinburgh and Glasgow. Unfortunately we were also
victims of an unnecessary accident. In 2006 my car was t-boned and totaled by a
driver that rolled through the stop sign on Glasgow as I was passing thru the
intersection on Edinburgh. Thankfully, my 10 year old son was on the passenger
side and was not injured. I suffered a torn rotator cuff and had to get a new car.
The intersection cleariy needs safer standards so that drivers from all directions
will slow down. I do not know what the solution is but hope the City comes up
with one before Robertson Ranch traffic makes it even more dangerous.

Thanks for staying on this Jill.
Just in the past couple of weeks, I have been almost hit by people cruising straight thru
that intersection and both times (recently) they were not even coming down the hill.
They were completely oblivious to the fact that they were making a left hand turn on
Edinburgh and just drove straight through like they had the right of way. I'm taken so
much by surprise when this happens that I don't even think to blast my horn at
them Boy do I crawl through that intersection most times so a 4-way
stop sign would certainly improve safety there even though I'm sure there will
continue to be some idiots who don't focus enough to stop!!!

To briefly summarize my close call on corner of Edinburgh and Glasgow
I was driving home a few Sundays ago at approximately 4pm heading towards my home
at 4781 Edinburgh Drive. I turned off Tamarack onto Edinburgh and was entering into
the intersection of Glasgow and Edinburgh when a large sedan (looked like a Cadillac)
came down the hill on Glasgow and proceeded into the same intersection without even
attempting to stop at the stop sign and definitely without slowing down. Because I could
see that the driver of the car had no intention of stopping, I had to accelerate quickly to
avoid being broadsided on the driver's side of my car. Luckily there were no
pedestrians crossing the road at the same time as I'm sure I would have hit them. It
was a nerve wracking experience and unfortunately one that I have experienced a few
times over the 25 years that I have lived in this neighborhood. I would hope that in the
near future, something is done to make that intersection much safer than it currently is.
As a possible solution to improving this dangerous neighborhood intersection, I wonder
if removable rubber speed bumps placed on Glasgow, coming down the hill from
Calaveras Park might be an effective and fairly cost effective solution. Apart from the
homes on the corner of Edinburgh and Glasgow, there are no other residences on that
downhill stretch of road so noise would not be a factor and it would certainly slow down
traffic heading towards the intersection.

In 1996,1 was hit by a car that rolled through the stop at Glasgow and Edinburgh. Neither
one of us was going above the speed limit and yet it did $16,000 worth of damage to my
car and resulted in a badly broken wrist for me. A few years later, after another near-
miss, I contacted the city. They put in a sign on Glasgow warning of a stop ahead and
put in a larger stop sign. Apparently those measures have not solved the
problem. Something else must be done before we have more traffic on Edinburgh.
Comments of the Four Residents at Edinburgh & Glasgow

We support requesting a traffic survey of the intersection from the Transportation Division of the
City of Carlsbad. We have concerns about the expected increase in the amount of traffic at the
intersection of Edinburgh and Glasgow Drives. Speeding vehicles In both directions on
Edinburgh Drive Is a current problem. Vehicles coming from Tamarack Ave onto
Edinburgh Drive to make a left turn onto Glasgow Drive have been a continuing concem,
also. Vehicle drivers often begin their turns early, cutting across the Intersection, and
also Initiate vehicle accelerations early to continue driving up the hill toward Calavera
Park and adjacent neighborhoods. In reviewing documents for the Carlsbad Residential
Traffic Management Program, we find that the Traffic Circle option may provide the best
solution. We have concerns about increased noise caused by some of the traffic calming
options (e.g. textured roadways or raised intersections).

actually become a sport to sit on our bench by the front door and watch the number of

We feel the best and easiest solution would be to install speed bumps on Glasgow. These
bumps could be installed in the general area of the HOA park. They would force the cars to slow
down, thus eliminating much of the reckless driving currently going on.

I don't know what options the neighborhood has as far as making this Intersection more
safe, and I'm not a traffic expert, but this Is my opinion. I'd like to see them make the
existing stop signs more obvious (lights, bigger signs?) AND put big speed bumps on the
sides that don't have stops. The speed bumps would force drivers to slow and take caution of
the cars that don't heed the stop sign, AND be mindful of others at the intersection. Drivers In a
hurry have almost mowed people down, cutting the corner to turn north onto Glasgow.
I've seen bike riders, street crossers and those drivers waiting at the stop on Glasgow
almost killed in this situation. Hope this helps. Lynn

I think the easiest solution(s) would be to either:
A - Make the intersection a 4-way stop. Or,
B - Install speed bumps.
There had been some discussion about turning Edinburgh at Tamarack into a dead-end...This is
my favorite solution as it would make the intersection essentially a 3-way stop.

Dear Members ofthe Traffic Safety Commission:
Shapell Homes is the owner/developer of the Robertson Ranch West Village in Carlsbad. The West
Village is a future development located adjacent to and south ofthe existing Colony at Calavera Hills
Community. These two communities are planned and approved to connect through the roadway
extension of Edinburgh Drive and Glasgow at their existing southerly terminus.
We have worked with the residents of the Colony for the past two years to address a number of
concerns, primarily an increase in traffic they will experience once the West Village property Is
developed. This concern was addressed by the City Coundl many years ago when the Robertson
Ranch project was originally approved. It was a requirement ofthe Robertson Ranch West Village
developer to work with the City and adjacent residents to implement traffic calming measures into
the Colony community to minimize traffic safety impacts.
Shapell Homes and the Colony community worked together for two years to address these issues. A
solution to minimize Increased traffic through the Colony community was reached and both parties
agreed that the need for traffic calming devices was no longer required. This solution involved
reducing the number of homes with access through the Colony and restricting cut-thru traffic.
However, there will still be approximately 110 additional homes in the future that will add to the
traffic traveling through the Intersection of Edinburgh and Glasgow. As an adjacent property
owner/developer, Shapell has agreed to the installation of an all-way stop at this intersection should
the City approve the residents' request. This understanding was embraced by the City Coundl in
December, 2012.

In working dosely with the Colony residents, it is very clear there is a strong concern for safety at this
particular intersection. Many residents have voiced concerns about observed instances of speeding,
rolling stops and visual barriers. We consistently heard this message from residents and applaud
their efforts to improve safety In their community.
In support of our neighbors and, as the voice of future residents who will travel through the
intersection of Edinburgh and Glasgow, we urge you to approve the request for an all-way stop
control at this location.
