APPROVAL OF PLANS AND SPECIFICATIONS
AND AUTHORIZATION TO ADVERTISE FOR
BIDS FOR CONSTRUCTION OF THE 2013

RECOMMENDED ACTION:
Adopt Resolution No. 2Q13-133 approving plans and specifications and authorizing the City Clerk
to advertise for bids for the 2013 Slurry Seal Project No. 6001-13SS.
ITEM EXPLANATION:
The 2013 Slurry Seal Project is part of the cit/s ongoing Pavement Management Program. This
maintenance project will extend the life of various roadways throughout the city by applying an asphaltic
emulsion-aggregate slurry surface course. The roadways, as shown in Exhibit 1, were selected based on
the age and existing condition of the roadway surface. The application of slurry seal protects the
pavement surface from oxidation, weathering, and cracking. Prior to slurry sealing, cracks will be sealed
and asphalt concrete patches will be made to areas of deteriorated pavement.
FISCAL IMPACT:
The estimated construction cost for the 2013 Slurry Seal Project is shown in the table below.
Construction Contract $1,550,000
Construction Contingency $150,000
Project Administration, Inspection, and Materials Testing $150,000
TOTAL ESTIMATED PROJECT COST $1,850,000
TOTAL AVAILABLE PAVEMENT MANAGEMENT PROGRAM FUNDS $5,936,160
There are sufficient funds available to complete the 2013 Slurry Seal Project. The Pavement Management
Program is funded with non-jurisdictional fees (generated from trash haulers). Gas Tax Funds, and
TransNet-Local funds available for drawdown from SANDAG. Remaining funds in the Pavement
Management Program will be used on future pavement rehabilitation projects. No additional
appropriation is needed to complete this project.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

necessary, desirable, and in the public interest to resurface city streets in accordance with the
city's ongoing Pavement Management Program; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools.

^ WHEREAS, the City Council of the City of Carlsbad, California, has determined it

11 equipment, transportation, and other expenses necessary or incidental to the 2013 Slurry Seal
12 Project No. 6001-13SS, have been prepared and are on file in the Public Works Department of
the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, there are sufficient Pavement Management Program funds available to
complete the 2013 Slurry Seal Project No. 6001-13SS.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

19 1. That the above recitations are true and correct,

2. That the plans, specifications, and contract documents for the 2013 Slurry Seal

Project No. 6001-13SS, on file in the Public Works Department of the City of Carlsbad are

hereby approved.
24 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
25 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction
of the 2013 Slurry Seal Project No. 6001-13SS, in accordance with the plans, specifications,

and contract documents referred to herein
