RECOMMENDED ACTION:
Adopt Resolution No. 2013-148 approving plans and specifications and authorizing the City Clerk
to advertise for bids for the 2013 Pavement Overlay Project No. 6001-13OL
ITEM EXPLANATION:
The 2013 Pavement Overlay Project is part of the city's ongoing Pavement Management Program. This
maintenance project will resurface a portion of El Camino Real, from Faraday Avenue to Palomar Airport
Road, and various residential roadways throughout the city by applying a rubberized asphalt concrete
layer over the existing pavement. The roadways, as listed in Exhibit 1, were selected based on the age
and existing condition ofthe pavement surface.
FISCAL IMPACT:
The estimated construction cost for the 2013 Pavement Overlay Project No. 6001-13OL is shown in
the table below.

Project Administration, Inspection, and Materials Testing $100,000
TOTAL ESTIMATED PROJECT COST $1,200,000
TOTAL AVAILABLE PAVEMENT MANAGEMENT PROGRAM FUNDS $3,903,372
There are sufficient funds available to complete the 2013 Pavement Overlay Project. The Pavement
Management Program is funded with non-jurisdictional fees (generated from trash haulers). Gas Tax
funds, and TransNet-Local funds available for drawdown from SANDAG. Remaining funds in the
Pavement Management Program will be used on future pavement rehabilitation projects. No additional
appropriation is needed to complete this project.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE

^ WHEREAS, the City Council of the City of Carlsbad, California, has determined it

necessary, desirable, and in the public interest to resurface city streets in accordance with the
city's ongoing Pavement Management Program; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
11 equipment, transportation, and other expenses necessary or incidental to the 2013 Pavement
12 Overlay Project No. 6001-13OL, have been prepared and are on file in the Public Works

Department ofthe City of Carlsbad and are incorporated herein by reference; and

WHEREAS, there are sufficient Pavement Management Program funds available to
15
complete the 2013 Pavement Overlay Project No. 6001-13OL

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
18 California, as follows:
19 1. That the above recitations are true and correct.

2. That the plans, specifications, and contract documents for the 2013 Pavement
21
Overlay Project No. 6001-13OL, on file in the Public Works Department of the City of Carlsbad
22
are hereby approved.
24 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
25 publish, in accordance with state law, a Notice to Contractors Inviting Bids for the construction
of the 2013 Pavement Overlay Project No. 6001-13OL, in accordance with the plans.
