DEPT. FIN UPDATE DELEGATION OF AUTHORITY WITH THE CAUFORNIA PUBUC EMPLOYEES' RETIREMENT SYSTEM (CALPERS) FOR OTHER POST EMPLOYMENT BENEFITS CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2013-163 _, approving the delegation of authority to request employer disbursements from the Other Post Employment Prefunding Plan. ITEM EXPLANATION: Per the agreement with CalPERS to prefund other post employment benefits, the City of Carlsbad was required to identify two authorized representatives which had authority to request disbursements from the Other Post Employment Prefunding Plan. Per Agenda Bill 19,456 approved by Council on May 20, 2008, City Council delegated that authority to the City Manager and the Deputy City Manager, based upon review and recommendation by the Finance Director. Through Agenda Bill 21,163 approved by Council on March 12, 2013, the Deputy City Manager job classification was eliminated and the Administrative Services Director job classification was created. As a result of this change, the delegation of authority to request disbursements from the Other Post Employment Prefunding Plan must be updated. Approving the attached resolution updates the positions with the authority to request disbursements from the Other Post Employment Prefunding Plan. The disbursements requested by the authorized representatives will be used to reimburse the city for other post employment benefit payments as per the terms of the agreement approved via Agenda Bill 19,456. FISCAL IMPACT: None. ENVIRONMENTAL IMPACT: The proposed action does not qualify as a "project" under the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15378 as it does not result in a direct or reasonable foreseeable indirect physical change in the environment.
