CONFERENCE
RECOMMENDED ACTION:
Adopt Resolution No. 2013-165 approving out-of-state travel for city staff to attend the Institute
of Transportation Engineers' (ITE) national conference in Boston, MA from August 4-6, 2013.
ITEM EXPLANATION:
In January of 2012, City Council identified Uvable Streets as a strategic focus area for the city, which aligns
well with the community values identified through the Envision Carlsbad public engagement process. In
the past two years, the Transportation Division has become a recognized leader in implementation of
livable streets. As such, the program committee for the Institute of Transportation Engineers' National
Conference has asked the City of Carlsbad Deputy Transportation Director to attend and present at the
conference and share our success stories with our transformation and implementation of livable streets.
FISCAL IMPACT:
The total cost to attend the conference is approximately $1,400 which includes travel, lodging,
conference registration, and meals for the conference. Funds are available in the Public Works
Department budget to cover all the estimated costs.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, approval of Out-of-State Travel to attend a conference
does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a
direct physical change in the environment, or a reasonable foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

WHEREAS, the City Council ofthe City of Carlsbad, California, concurs it is in the public

y interest to authorize out-of-state travel for the Deputy Transportation Director to attend the
8 Institute of Transportation Engineers' (ITE) National Conference in Boston, MA from August 4-6,
^ 2013; and

WHEREAS, Livable Streets are a Strategic Focus Area identified by the City Council; and

WHEREAS, the City of Carlsbad has become a recognized leader in Livable Streets and
12
the ITE national conference committee has asked transportation staff to present at the
j4 conference and share our success stories with our transformation and implementation; and
15 WHEREAS, adequate funds are available in the FY 2014 Public Works Department
16 budget for this travel and conference; and
1'7 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows that:

1. The above recitations are true and correct.

21 2. That permission is granted to the Deputy Transportation Director to travel out
22 of-state to attend the Institute of Transportation Engineers' national conference in
