AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE
LAKE CALAVERA TRAILS BOARDWALK AND WETLAND

RECOMMENDED ACTION:
Adopt Resolution No. 2013-173 approving plans and specifications and authorizing the city clerk to
advertise for bids for the construction ofthe Lake Calavera Trails Boardwalk and Wetland Restoration
Project No. 38661.
ITEM EXPLANATION;
The City of Carlsbad Lake Calavera Trails Master Plan, approved by City Council in January of 2010,
consists of improvements to and maintenance of existing multi-use recreational trails within the Lake
Calavera Preserve to accommodate hikers and non-motorized bicycles. Many ofthe upland trails within
the preserve have been improved during the past few years, under management of the parks &
recreation department, and in accordance with the trails master plan. The department has also
overseen the creation of upland habitat to mitigate for impacts of the upland trail improvements. The
boardwalk components ofthe trail system - in the wetlands and creek area - required special permitting
and design, as well as a mitigation plan for habitat restoration.
The objective of the Lake Calavera Trails Boardwalk and Wetland Restoration project is to construct an
elevated boardwalk which will eliminate the current creek crossing activities that are detrimental to the
existing wetland and creek areas. The proposed elevated boardwalk will replace informal existing trails
within jurisdictional wetlands upstream of Lake Calavera. The boardwalk will elevate trail users above
the wetlands and out of the creek - thereby preventing sedimentation of wetland waters, trampling of
vegetation, and compacting of native soil. The boardwalk will serve to protect functions ofthe wetlands,
while providing recreational benefit to the public by providing a more manageable interaction within this
fragile ecosystem. In addition, mitigation for wetland impacts from the project's construction will be
conducted through wetland restoration. The restoration work will further enhance the preserve via
creation of approximately % acre of wetlands, and wetland species plantings, along the new boardwalk.
The city has obtained all the resource agencies permits necessary to construct the boardwalk and
complete the wetland restoration.
FISCAL IMPACT;
The Lake Calavera Trails Master Plan improvements, including the subject project, are currently funded
through the City of Carlsbad's Capital Improvement Program.

The estimated project funding totals for construction of the boardwalk and wetland restoration are
provided below:

Ongoing maintenance of the Lake Calavera Trails Master Plan improvements has previously been
established in the parks & recreation department - trails maintenance budget. No additional
maintenance and operations funding is requested as part of the boardwalk and wetland restoration
project.
ENVIRONMENTAL IMPACT;
The original Mitigated Negative Declaration (MND) and Mitigated Monitoring and Reporting Program
(MMRP)) was prepared for the Lake Calavera Trails Master Plan (LCTMP) project (HMP 09-05). The Notice
of Intent (NOI) to adopt a MND was circulated for public comment from July 14, 2006 to August 13, 2006
(SCH No. 2006071064). Based on comments received, further analysis was completed by the city and
changes were made to the project. The MND was recirculated for public comment from July 23, 2009 to
August 24, 2009 (SCH No. 2009071090). An additional comment letter was received during this public
comment period. Additional changes were made to the project.
The minor changes to the EIA Part II did not require recirculation of the MND since the changes were
consistent with the description of "new information" in CEQA Section 15073.5(c)(4), which states
recirculation is not required if "new information is added to the negative declaration which merely
clarifies, amplifies, or makes insignificant modifications to the negative declaration." The City Planner
administratively approved the MND and MMRP on January 25, 2010.

WHEREAS, the City of Carlsbad Lake Calavera Trails Master Plan, approved in January of
2010, consists of improvements to, and maintenance of, existing multi-use recreational trails
within the Lake Calavera Preserve to accommodate hikers and non-motorized bicycles; and
WHEREAS, the Lake Calavera Trails Master Plan proposes the construction of a
11 boardwalk project within the Lake Calavera Preserve to help reduce sedimentation of wetland
12 waters, and the inadvertent compacting of native soils; and

WHEREAS, the objective ofthe Lake Calavera Trails Boardwalk and Wetland Restoration

equipment, transportation, and other expenses necessary or incidental to the Lake Calavera

WHEREAS, the City Council of the City of Carlsbad, California has determined it

7 natural habitat, within the Lake Calavera Preserve.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:

12 2. That the plans, specification, and contract documents for the Lake Calavera Trails
13 Boardwalk and Wetland Restoration Project No. 38661 have been prepared and are on
14 file in the Carlsbad Parks and Recreation Department.
1. The above recitations are true and correct.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a Notice to Contractors Inviting Bids for the construction of
the Lake Calavera Trails Boardwalk and Wetland Restoration Project No. 38661, in
