ACCEPTANCE OF IN-KIND DONATION FOR
EAGLE SCOUT PROJECT ON CITYWIDE TRAIL

RECOMMENDED ACTION:
Adopt Resolution No. 2013-179 , accepting in-kind donations of building materials totaling five
hundred and seventy five dollars ($575), in support of an Eagle Scout project on Citywide Trails.
ITEM EXPLANATION:
Parks and Recreation programs support and encourage a healthy active lifestyle. An expanded trails
system and access to open space further supports this endeavor and is an integral part of the city.
Community service groups, including scout troops, are encouraged to volunteer on the city's trails and
are a vital component ofthe city's trails program. Recentiy, Ben Schafer and Troop 748 completed a
footbridge for a creek tributary crossing at Lake Calavera.
Eagle Scout candidate Ben Schafer worked diligently to design and plan for the construction of a wood
frame and deck footbridge. The construction for the footbridge took place over the week-end of March
15, 2013 and was open for the public use just 2 days after construction had begun. This new safe
crossing over a tributary creek will be enjoyed and used for many years to come by hikers and bikers
who visit and use the Lake Calavera preserve trails.
In addition Ben's troop provided approximately 150 hours of volunteer time to construct the footbridge
and also clear brush and other debris in the area that had accumulated over the years from various
makeshift construction materials used to cross the creek.
A thank you letter has been sent to Ben on behalf of the Parks and Recreation Department, thanking
him for his contributions to the trails.
On Juiy 15, 2013 the Parks and Recreation Commission accepted the in-kind donations, which are now
being recommended for acceptance by the City Council.
FISCAL IMPACT:
Donations of materials used to construct these trail improvements offsets the actual costs to the
general fund for trail construction in the amount of five hundred and seventy five dollars ($575).

ENVIRONMENTAL IMPACT:
The minor trail improvements performed are exempt from the California Environmental Quality Act
(CEQA) pursuant to CEQA Guidelines Section 15301(c). This section exempts trail repair and
maintenance activities that involve negligible or no expansion ofthe existing use as such activities do
not have a significant environmental effect.

ACCEPTING IN-KIND DONATIONS FOR EAGLE SCOUT PROJECT ON
CITYWIDE TRAILS
5 WHEREAS, the City Council wishes to accept the in-kind donations from Eagle Scout
^ candidate Ben Schafer, Troop 748, in support of the Citywide Trails Program; and

WHEREAS, the City Council wishes to acknowledge the support and dedication of the

volunteers that assisted in the completion ofthe candidate's project; and
9
WHEREAS, on July 15, 2013 the Parks & Recreation Commission received an in-kind
11 donation from the candidate, totaling five hundred and seventy five ($575), and recommended
12 its acceptance by the City Council;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:
1. The above recitations are true and correct.
2. That the City Council does hereby accept the in-kind donation of five hundred and
seventy five dollars ($575) of building supplies for trail improvements.
