DEPT. 21.306 7/23/13 LIB&CA AUTHORIZATION TO APPLY FOR A GRANT FROM THE CALIFORNIA LIBRARY LITERACY SERVICE FOR GRANT YEAR 2013-14 DEPT. HEAD CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2013-182 authorizing the Carlsbad Library & Cultural Arts Department to apply for a grant from the California Library Literacy Service, to accept any award, and authorizing the Administrative Services Director to appropriate any funds received. ITEM EXPLANATION: From 1984 until 1989 the Carlsbad Library & Cultural Arts Department adult literacy program was funded with grant money from the State. In 1989, when those funds were no longer available, the City's General Fund picked up the support of the program. In 1990, when the California Library Literacy Service (CLLS) was created, the Library became eligible for additional matching grant funds. The Library has applied for and received the matching grant funds for over twenty years, until funds were no longer available in the state budget for FY2011-12. The State Library is resuming its former procedure for libraries to complete an "Application for Continuing Programs" to resume receiving these funds. FISCAL IMPACT: The Carlsbad Library & Cultural Arts Department meets the eligibility requirements for receiving State-matching funds which will be used to support the Carlsbad City Library's literacy program to include instructional resources; annual recognition event; programs; equipment; and public relations. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. That the above recitations are true and correct 2. That the City Council authorizes the Carlsbad Library & Cultural Arts Department to 17 apply to the California State Library for the California Library Literacy Service Act funds. 3.
