RECOMMENDED ACTION:
City Council adopt Resolution No. 2013-190 accepting FY2013 Edward Byrne
Memorial Justice Assistance Grant funds and appropriating the funds to support police department
functions.
ITEM EXPLANATION:
The Fiscal Year 2013 Edward Byrne Memorial Justice Assistance Grant (JAG) allows states and local
governments to support a broad range of activities to prevent and control crime and to improve the
criminal justice system. The JAG Purpose Areas include 1) Law enforcement programs; 2) Prosecution
and court programs; 3) Prevention and education programs; 4) Correction programs; 5) Drug treatment
programs; and 6) Planning, evaluation, and technology improvement programs. These federal funds
must be used to supplement existing funds for program activities and cannot replace or supplant local
funds.
Carlsbad's FY 2013 JAG Program Local award is $17,560. The Police Department proposes that the
grant be used to conduct a one-year pilot of a web-based predictive policing program called PredPol, to
determine whether the technology is effective in both reducing crime and more accurately deploying
officers to problem locations. In response to direction from City Council to find ways to streamline
government services and use technology to be more effective and efficient, the department will pilot
PredPol as a potential force multiplier, enabling officers to work smarter rather than harder. The
program was developed by a team of mathematicians and social scientists at UCLA, Santa Clara
University, and UC Irvine, in collaboration with the Los Angeles and Santa Cruz Police Departments. It
uses high level mathematics, combined with past crimes and input from experienced crime analysts
and officers, to predict the time and place of future crimes.
The proposed purchase complies with the requirements ofthe grant.

FISCAL IMPACT:
The total program cost for a one year pilot is $17,560 which is fully reimbursable by the JAG program
grant award. At the conclusion ofthe one year pilot, the Police Department will assess the
effectiveness ofthe PredPol program. If it has made a measurable, positive impact, the department
will seek an alternative funding source to continue the program. Staff requests that the City Council
appropriate $17,560 for FY 2013 JAG Grant expenditures.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

^ WHEREAS, Carisbad Police Department has been allocated funds through the Fiscal Year

2013 Edward Byrne Memorial Justice Assistance Grant Program to support activities to prevent
and control crime and to improve the criminal justice system; and
WHEREAS, Cartsbad Police Department proposes to conduct a one year pilot of a
11 predictive policing program called PredPol, which meets the criteria for allowable costs for full
12 reimbursement as set forth in the grant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad,

PROGRAM NARRATIVE
The City of Cartsbad Police Department serves the city of Cartsbad, located 35 miles north of the
city of San Diego, covering 42.8 square miles, with a population of nearly 107,000 people. The
Cartsbad Police Department prides itself on its strong partnership with the community and high
quality service levels. As with many law enforcement agencies, Carisbad Police Department is
facing funding challenges. The Carisbad Police Department proposes that the $17,560 in
FY2013 JAG Program funds be used to fund a one year pilot of a predictive policing software
tool called PredPol. This pilot program will enable the department to evaluate whether the
use of a predictive policing software tool impacts crime rates, and improves the efficiency of
patrol officer deployment.
PredPol Predictive Policing License - One Year Pilot ($17,560)
The City of Cartsbad Police Department is facing fiscal and staffing challenges not unlike many
other law enforcement agencies. Elected officials have directed staff to find ways to streamline
government services and use technology to be more effective and efficient. In addition to this
directive, the Cartsbad Police Department is facing staffing challenges, including a large number
of retirements this calendar year, and a limited pool of highly qualified candidates to replace
them. Unprecedented staffing shortages are predicted.
Rather than focusing only on hiring new staff, the Cartsbad Police Department is looking at
other ways to maintain high quality service levels in the community. One objective is to use
technology as a force multiplier, enabling officers to work smarter rather than harder.
The Carisbad Police Department proposes to use FY2013 JAG Program funds to fund a one year
pilot of a predictive policing program called PredPol, to determine whether the technology is
effective in both reducing crime and more accurately deploying officers to problem locations.
The web-based program was developed by a team of mathematicians and social scientists at
UCLA, Santa Clara University, and UC Irvine, in collaboration with the Los Angeles and Santa
Cruz Police Departments. It uses high level mathematics, combined with past crimes and input
from experienced crime analysts and officers, to predict the time and place of future crimes.
Other agencies using PredPol have seen positive results. In 2012, Santa Cruz PD saw a 19%
decrease in burglary, and Los Angeles Police Department's Foothill Division saw a 12% decrease
in overall crime, deploying officers according to PredPol data. PredPol is web-based, and
requires neither hardware nor software purchases. Training is included at no additional cost.
The PredPol reports will be accessible to all Carisbad officers, on any computer with web
access, including patrol vehicles.
The Carisbad Police Department will use this one year pilot to evaluate whether PredPol can
make an impact on crime in Cartsbad. Performance measures will include changes in the crime
rate, as well as anecdotal information from officers about how useful it is and how often the
predictions are correct.
No other related justice funds are expected for this purchase.
